Description
The United States Special Operations Command (USSOCOM) is planning a procurement to acquire support services in the area of Language Training Services. This procurement shall provide USSOCOM components with the ability to order foreign language training services to include, initial acquisition training, survival language and cultural orientation for personnel deploying to foreign countries, refresher, sustainment, and enhancement language training, military occupational specialty/mission specific training, in-country immersion training, and iso-immersion training. USSOCOM components include United States Army John Fitzgerald Kennedy Special Warfare Center and School (USAJFKSWCS), United States Army Special Forces Command (Airborne) (USASFC(A)), United States Army Civil Affairs and Psychological Operations Command (Airborne) (USACAPOC(A)), Naval Special Warfare Command (NAVSPECWARCOM), and Air Force Special Operations Command (AFSOC). The contractor(s) shall provide foreign language training for select personnel to include military personnel from all services, reserve components, and authorized Government civilian personnel. The requirement includes, but is not limited to, the following languages: Category One: Spanish (basic and advanced), French (basic and advanced), Portuguese, and Italian; Category Two: German; Category Three: Russian and Serbo-Croatian; Category Four: Arabic (see the solicitation for a complete listing of the languages). Instruction shall be based on proficiency- and communicative-oriented linguistic and adult academic educational principles. Instruction will be conducted in languages determined by the Government to complement USSOCOM mission requirements. Places of performance include, but is not limited to, Ft. Bragg, NC, Norfolk, VA, Ft. Walton, Beach, FL and San Diego, CA. (see the solicitation for a complete listing of places of performance). In-country immersion includes, but is not limited to, (dependent upon country) select personnel residing with a suitable host nation family, and receiving a predetermined number of formal instruction hours per day. The contractor(s) shall be accredited by either a regional or national accrediting association. Contractor personnel shall be clearable to the Secret security level. The contractor shall provide all personnel, materials, and services necessary to perform foreign language training in support of USSOCOM, unless specified otherwise in the individual task orders. An Industry Day for the purpose of exchanging information to improve the understanding of Government requirements and industry capabilities is scheduled for 20 June 2002, the place and time will be posted on the following web site in the near future, https://abop.monmouth.army.mil. The Government anticipates awarding a multiple award, indefinite delivery/indefinite quantity (IDIQ) task order contract with fixed-price contract line items as a result of this solicitation. The period of performance is five years at one-year increments with options of up to three-year term incentive periods. This is a 100% small business set-aside and the small business size standard is $5M under NAIC (North American Industry Classification System) Code 611630. All potential, responsible small business sources are invited to submit a proposal, using best commercial pricing which will be considered by the agency. In accordance with DFARS 252.204-7004, the Department of Defense requires all contractors to be registered in the Central Contractor Registration (CCR) to receive solicitations, contract awards or payments. USSOCOM intends to release the Request for Proposal (RFP) online at the Federal Business Opportunities (FedBizOps) site on or about mid-June, 2002 with milestones.
