- The Defense Information Systems Agency (DISA) intends to award a sole source, Commercial Simplified Acquisition for a one-day Technical Forum seminar. The intended source for this requirement is CellExchange, Inc., Cambridge, MA. This corporation, CellExchange has proven outcomes of conducting seminars for senior executive to assist companies in reinventing their business strategies and best technology practices. Emphasis will be placed on closer alignments with customers, finding immediate opportunities by leveraging current environments, streamlining current processes, and defining new business cases. This solicitation is prepared in accordance with the format in Subpart 12.6, and supplemented with additional information included in the Statement of Work. This synopsis is not a request for competitive proposals, however, if proposals are received, all interested parties may submit their proposals and award will be made based on a tradeoff process of overall Best Value to the Government other than the lowest priced. The provision at FAR 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition. The offeror shall include a completed copy of the provision at FAR 52.212-3, offeror Representations and Certifications - Commercial Items, with its offeror. The priced must be complete and accompanied by supporting materials, information and past performance. The clause at FAR 52.212-4, Contract Terms and conditions - Commercial Items, applied to this acquisition. Task Order Title: First of the DISA led DoD-Wide CTO Tech Forums 3. Background: The Defense Information Systems Agency (DISA) is a combat support agency responsible for planning, developing, fielding, operating, and supporting command, control, communications, and information systems that serve the needs of the President, the Secretary of Defense, the Joint Chiefs of Staff, the Combatant, Commanders in Chief (CINCs), and other Department of Defense (DOD) Components under all conditions of peace and war. We are the preferred provider of integrated information solutions to DOD and non-DOD customers. We ensure interoperable, secure, reliable, and best value solutions. We are a highly motivated team of skilled professionals with the agility, innovation, and ability to consistently exceed our customers' expectations. This Statement of Work (SOW) outlines the first of a series of quarterly information exchange meetings referred to in the 26 APR 02 DISA Chief Technology Officer (CTO) Technology Exchange Forums (TEF) plan. The TEF will be government/industry Information Technology (IT) sharing events to be hosted by DISA in support of Director DISA goals. The DISA CTO TEF has three main goals: (1) establish a consistent, repeatable forum for government/ industry Information Technology (IT) information sharing at the decision-making and senior engineering levels; (2) bring current thinking from industry to DoD leadership; and (3) provide industrial IT leadership with a view into the DoD and DISA mission so they can vector their teams to better support DoD with products and services. The quarterly DISA led DoD-wide CTO Forum will commence in the Washington, D.C., area in September 2002 with a one-day seminar. Participation is targeted at DoD decision-makers and senior engineers. Contractor will provide an education program about business strategies and methods for reinventing businesses using an infrastructure based on wireless and Internet standards, applications, and services. Attendees will receive practical advice on using proven methods, processes, and the latest tools for building, deploying, and managing products and services to include personnel, infrastructure, and operational issues. 4. Objectives: The purpose of this one-day seminar is to provide DoD senior decision-makers and engineers with business strategies that allow for a flexible IT infrastructure capable of rapid technology change without disrupting an organization's existing services. Business strategies, best business practices, technology strategies, management strategies and management issues will be some of the topics discussed and demonstrated. 5. Scope: As part of the TEF, this seminar will bring current thinking from industry to DoD leadership. It is to be a government/industry Information Technology (IT) sharing event to be hosted by DISA in support of Director DISA goals. This event will be planned, funded, and implemented through the auspices of the office of the DISA Chief Technology Officer (CTO). 6. Specific Tasks: The contractor will provide a one-day informational seminar based on agreed agenda. The contractor will be dedicated to providing a world-class seminar experience. Through the use of current and upcoming technologies and concepts the contractor and staff will demonstrate how our leadership can improve their organizations by introducing the latest technological tools and ideas. Potential internet strategies and business opportunities will be developed and demonstrated to participants of the seminar. Accomplishing this SOW is dependent upon contractor having an understanding of the technical issues to be addressed to include expert knowledge of technology, science, and communications, industry and consumer trends, and real-time issues of importance to DoD senior leadership. DISA will make employees available to discuss DISA's products and services and how best to demonstrate them during the seminar. Agenda will be agreed upon. The Office of the Chief Technology Officer (CTO) will manage the scheduling, assignment, and oversight of this one-day seminar. Contractor will be responsible for the cost of arranging for any required equipment for their presentation. 7. Place of Performance: DISA will provide the auditorium at Seven Skyline Place, 5275 Leesburg Pike, Falls Church, VA, 22041. This facility can accommodate an audience of over 200 participants. Facility will be able to support advanced audio-visual requirements to include presentation viewing, sound, and recording. 8. Period of Performance: Period of Performance September 5, 2002 is for the one day scheduled seminar beginning with acceptance of this SOW by both the government and contractor. 9. Deliverable/Delivery Schedule: Contractor will provide a full day educational presentation with practical advice on using proven methods, processes, and the latest tools for building, deploying, and managing products and services to include personnel, infrastructure, and operational issues. Contractor must possess an understanding of the technical issues to be addressed to include expert knowledge of technology, science, and communications, industry and consumer trends, and real-time issues of importance to DoD senior leadership. 10. Security: Unclassified. All of the work completed under this statement of work will be with unclassified information. 11. Government Furnished Equipment (GFE)/Government Furnished Information (GFI): DISA will sponsor the event at the auditorium in the Skyline 7 (Eagle) Building. Seating for over 200 people will be arranged. Audio/visual and communication capabilities available in the auditorium could be offered for use. Any special audio/visual equipment needed by the contractor will have to be provided by the contractor. The CTO staff will provide to the contractor a listing of key government target participants invited to this event. This will help the contractor target the content of their presentation to the audience. The CTO staff will write and distribute the invitations. DISA will make employees available to the event to discuss DISA's products and services and how best to demonstrate them during the seminar. Chief Technology Office will work with contractor on the Agenda.
