Description

The Fleet & Industrial Supply Center Norfolk, Detachment Washington intends to negotiate on a sole source basis with JEOL USA, Inc the purchase of a High Field Multi-Nuclear Magnetic Resonance (NMR) Spectrometer. Currently, the government is leasing this equipment with an option to purchase from JEOL USA under contract N00600-00-C-3329. The procurement of this highly specialized equipment in a competitive basis will result in a duplication of cost and time to the government in the following areas: 1. Removal of the current equipment 2. Installation of a new equipment 3. Training on the use of the new equipment The government incurred all these costs in the current lease with JEOL and all of them will have to be incurred again if the government reopened this requirement for competition. Per FAR 6.602.1, Only one responsible source and no other supplies or services will satisfy agency requirement, the Fleet Industrial Supply Center Norfolk Detachment Washington will issue a modification to contract N00600-00-C-3329 for the purchase of this equipment.
