Description
This is a commercial (FAR PART 12) acquisition, and the Government anticipates award of a single firm fixed-price contract for the collection, transportation and disposal of biohazardous waste generated by routine hospital and clinic operations and biohazardous waste collected at Navy medical clinics, facilities and ships in the Puget Sound region. Biohazardous waste includes, but may not be limited to, the following: contaminated sharpes; human blood and blood products; culture and stocks of infectious agents and associated biologicals; contaminated laboratory wastes; contaminated animal carcasses, body substances, parts and bedding; disease specific contaminated items; and miscellaneous contaminated items. Certificate of public convenience and necessity/garbage certificate under contract with the federal government, authorized to be issued for the operation of garbage and/or refuse collection companies under the provisions of Chapter 81.77, Revised Code of Washington (RCW) as amended, and Chapter 480-70 of the Washington Administrative Code (WAC), respectively, will be required. Period of performance will be for a base year and four (4) 12-month options, commencing approximately 01 Oct 2002. Collections shall be scheduled for twice per week pickups at the Naval Hospital Bremerton, and for weekly pickups at the Naval Station Everett Clinic; Puget Sound Naval Shipyard (PSNS) Medical and Dental Clinics; and Subase Bangor (Silverdale) Clinic. Pickups other than clinics (i.e.,ships) at Everett and PSNS will be scheduled as needed. Prospective offerors not CCR-registered should immediately begin the registration process at www.ccr.gov. The solicitation will be posted to the NECO web site: www.neco.navy.mil under ?Business Opportunities? and solicitation number ?N00406-02-R-5163? on or 01 July 2002. The Government will NOT distribute hard-copy solicitations or amendments. The Government will NOT mail, fax, or e-mail the solicitation or any amendments thereto. Subsequent amendments, if any, will be transmitted solely via the NECO web site. Prospective offerors are responsible for checking the NECO web site early and periodically for any solicitation amendments. Prospective offerors should NOT expect notification that an amendment has been issued. The NECO web site is occasionally inaccessible due to maintenance. The Government is not responsible for any loss of Internet connectivity or for an offeror?s inability to access the document posted on the referenced web site. Telephone requests will NOT be honored, and facsimile proposals will NOT be accepted. Electronic submission of proposals is NOT available for this procurement.
