Description
The Federal Emergency Management Agency is seeking to acquire Professional, Scientific, Technical, Architectural, Engineering, and Related Services and expertise to assess and improve models for identifying coastal high hazards. The objectives of the project are to (1) Assemble a qualified panel of experts to assess existing state-of-the-art probabilistic hurricane storm surge models. Propose improvements to the identification of coastal flood (A- and V-zone) hazards, including making recommendations as to where FEMA should invest in storm surge model improvement, (2) Conduct a quantitative sensitivity analysis of existing proven storm surge models (including FEMA SURGE), (3) Prepare report summarizing results from 1 and 2, above, in a manner suitable for key decision makers in Congress and the Administration, state and local stakeholders, and other non-technical interests, and (4) prepare technical appendices (or prepare separate technical reports) that provide conclusions regarding the storm surge model quantitative sensitivity analysis, and that further discusses options and recommendations for changes to the institutional and technical aspects of modeling systems with respect to FEMA's NFIP.
