- Description
- The International Boundary and Water Commission (IBWC), United States Section, requires the furnishing of labor, materials, (except for all paint and paint thinner, which will be furnished by the Government), equipment and supervision for performing all operations in connection with surface preparation and application of a paint coating system to the interior surface of the steel lining of Penstock #2 at Falcon Dam and Power Plant. The Falcon Dam and Power Plant site is located on the Rio Grande near Falcon Heights, Starr County, Texas and approximately 75 miles downstream from Laredo, Texas, and approximately 30 miles upstream from Rio Grande City, Texas. The total length of the lining to be painted is approximately 497 linear feet, and this lining is composed of sections of 13-feet, and 2-feet diameter steel pipe, and associated transitions. Falcon Dam is situated on the International Boundary between the United States and Mexico. Work under this contract will not require the Contractor to enter the Republic of Mexico. Work under this contract involves, removal of the old paint coating system and surface cleaning by abrasive blasting and power tools, of all surfaces to be painted, followed by application of a three-coat single-component, moisture cure urethane paint coating system. The three-coat system shall consist of a prime coat, followed by intermediate and top coats. The prime coat shall be zinc-rich, and the intermediate and top coats shall be coal tar-rich. The Government will supply all paint and paint thinner for this new paint coating system. Tentative dates for issuing and closing IFB 02-06 are April 22, 2002 and May 26, 2002, respectively. The work under this contract is to be completed in 120 calendar days from the date of issuance of Notice to Proceed. The estimated price range for this requirement is between $100,000 and $250,000. Plans and specifications will be available for inspection, without charge, at the International Boundary and Water Commission, U.S. Section, The Commons, Building C, Suite 224, 4171 North Mesa Street, El Paso, Texas 79902-1441. Request for IFB, specifications and drawings should be submitted in writing by April 22, 2002 to the International Boundary and Water Commission, U.S. Section, Attn: Irma Gurrola, at the preceding address. No telephone or facsimile request will be accepted. There will be no charge for the solicitation packet. Offers are solicited from small business concerns. Offers received from businesses that are not small business concerns will not be considered. The North American Industry Classification System (NAICS) code for this acquisition is 235210 for Painting and Wall Covering Contractors. The associated small business size standard is 12 million dollars annual average gross receipts for the past three years. See Note 1 Modification 2 is issued to extend the date for receipt of offers to July 1, 2002, 2:30 PM.
