- The Department of the Navy, Space and Naval Warfare Systems Center (SPAWARSYSCEN) ? San Diego intends to solicit and award a cost-plus-fixed-fee contract to Intelesis Technologies, 9666 Business Park Ave., Suite 110, San Diego, CA 92131 on a sole source basis for engineering and research services in support of the Navy Enterprise Portal and the Joint Maritime Command and Control Capability JCC(X) program. This notice of intent is not a request for competitive proposals or quotes. A determination by the Government not to compete based upon responses to this notice is solely within the discretion of the Government. Any information to challenge this sole source must be received by 22 June 2002. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Authority for other than full and open competition is 10 U.S.C. 2304 (c)(1) and FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. A sole source solicitation will be issued in accordance with FAR Part 15. The applicable North American Industry Classification System (NAICS) Code is 541512, and the size standard is $21 million. The sole source solicitation will be posted at the SPAWAR e-Commerce Central website at https://e-commerce.spawar.navy.mil/. Hard copy versions of this solicitation will not be available. SYNOPSIS Task Force Web (TFWeb) was stood up by the Vice Chief of Naval Operations (VCNO) to support the Department of the Navy Chief Information Officer (DON CIO) initiative to web-enable Navy applications. TFWeb was tasked to develop and implement a Navy Enterprise Portal that will be the single point of access to these web-enabled applications. The contractor shall provide support for the development of web architecture, design documentation, security plans and procedures, commercial off-the-shelf (COTS)/government off-the-shelf (GOTS) technology integration plans, a repository infrastructure, registry templates and models, a user profile management schema and directory interfacing tools for the development of the Navy Enterprise Portal. The contractor shall also provide support for the rapid development and integration of portal services, systems presentation and visualization rendering services, graphical user interfaces (GUIs), style sheets, templates, and related applications into the Navy Enterprise Portal as required by TFWeb. The contractor shall evaluate commercially available software tools in terms of their ability to meet Fleet requirements and TFWeb integration requirements. Such tools must provide improved capability or performance of current C4ISR capability in the US Navy, US Coast Guard, other service/agencies, and Joint services. A working knowledge of COTS software used by TFWeb is needed for rapid integration of the software and services into the Navy Enterprise Portal. The software and services include Computer Associates Cleverpath Portal, BEA Weblogic, Microsoft SQL Server, and RSA ClearTrust. The contractor shall also assist in the development and integration of portal components and portal services according to Industry standards and protocols such as Extensible Markup Language (XML), Java 2.0 Enterprise Edition (J2EE), Simple Object Access Protocol (SOAP), Universal Discovery, Description, and Integration (UDDI), Web Services Description Language (WSDL), Web Services Remote Portal (WSRP), and Web Services for Interactive Applications (WSIA). The contractor shall support the design, engineering, development, and web enablement of databases in support of the Navy Enterprise Portal. The contractor shall support the development of network designs and interface specifications to support the integration of the Navy Enterprise Portal system and existing or planned IT-21 networks afloat and ashore. The contractor shall provide C4ISR system engineering support for the Joint Maritime Command and Control Capability (JCC(X)) program. The contractor must have a thorough understanding of, and shall use applicable JCC(X) documentation, such as Threat Document, Mission Needs Statement, Operational Architecture, Nominal Systems Architecture, C4I Support Plan and Analysis of Alternatives Phase I & II, to support systems engineering and product analysis. The contractor shall support JCC(X) current efforts for advance information and communications systems engineering for future ships, CINC and Joint Task Force level command complexes. System engineering product development using modern tools, such as entity relationship modeling tools, integrated data environments, requirements tracing tools and product data management tools, is a requirement under this contract. The contractor shall provide engineering analysis in the development of system engineering and architecture products to support the analysis and shortfall determination/mitigation of current and future C4ISR systems onboard US Navy Ships, Shore Bases, Joint Services and other agencies in support of the JCC(X) program. The contractor shall support the development of acquisition process documentation, including requirements documents, specifications, requirements traceability, logistics analysis, technical roadmaps, technology insertion/replenishment plans, technical assessments, technical reports, test plans and procedures, Integrated Logistics Support (ILS) plans and program management plans in support of the JCC(X) program. The contractor shall provide engineering support to JCC(X) by creating an Integrated Data Environment to integrate with the Navy Enterprise Portal implemented by TFWeb. A working knowledge of the requirements and the architecture of the Navy Enterprise Portal is required.
