Description
NA This requirement will be procured under Part 12 – Acquisition of Commercial Items. The proposed IDIQ is for a variety of Public Affairs Services for various Military Environmental Projects within the Great Lakes and Ohio River Division Nationwide Mission Boundaries. This requirement is 100% Set Aside for Small Business, SEE NOTE 1. The NAICS code is 541820 and the size standard is $6.0 million. The base year of the contract shall not exceed $100,00. Projects will be awarded by individual Task Orders not to exceed $100,000. The contract period is one year from date of award with two – one option periods with an additional $100,000 for each option year excised. Contract options may be exercised before the expiration of the base contract period (or precedi ng option period), if the contract amount for the base period (or preceding option period) has been exhausted or nearly exhausted. If exercised early, the period of services will be from date of issuance through 365 days thereafter. Unused monetary capac ities from previous years (base and option) can be carried forward to the present year. The maximum contract value is $300,000. To be eligible for award, a firm must be registered in the DoD Central Contractor Registration (CCR) database, via the CRR Inte rnet site at http://ccr2000.com or by contacting the DoD Electronic Commerce Information Center at 1-800-334-3414. Wage Determinations will be incorporated into each individual task order. Wage Determinations are requested based on the county and state w here the work is being performed. PROJECT INFORMATION: Projects will consist of public affairs services for military projects. Public Affairs services may consist of, but is not limited to, preparing Community Relations Plans, fact sheets, displays and ne wsletters, providing public affairs and graphic design assistance. The Public Affairs team must identify the community’s concerns and monitor these concerns for any issues that may arise due to Corps activities. The team will also need to identify the mo st appropriate method of communicating with the community to address their concerns. SELECTION CRITERIA: Professional Qualifications: A Public Affairs Team with specialized experience in the environmental field. Firms should submit at least two resumes w hich list environmental public affairs experience (Public Relations Consultant, Community Relations Specialist, Public Affairs Specialist). Firms should submit at least one sample of a Community Relations Plan and a summary of how this plan should be impl emented. A Public Relations professional must be qualified by education and/or training in communications with emphasis on writing, strategic planning, counseling, facilitating, graphic design, and community relations. b) Specialized Experience and techni cal competence in the expected activities identified above as evidenced by the resumes of the personnel assigned to this project. Only resumes identifying the professionalism and specialized experience with environmental projects is necessary. In addition , provide a brief Design Management Plan, including an explanation of the firm's management approach, management of subcontractors (if applicable), quality control procedures (for plans, specifications, design analysis and electronic documents), firms proc edures to insure that internal resources are not over committed, and an organizational chart showing the inter-relationship of management and various team components (including subcontractors); c) Capacity to complete the work in the required time, includi ng the capacity to perform several actions at the same time in various geographical locations; d) Past performance on DOD and other contracts with respect to cost control, quality work, and compliance with performance schedules; e)Superior performance eval uations on recently completed DOD contracts; f) Geographical location and knowledge of the locality of the projects; g) Volume of DOD contract awards in the las t 12 months.
