Description
The U. S. Department of Agriculture, Forest Service, Olympic National Forest has a requirement for Inspection Services. The contract will require the contractor to furnish construction inspectors with two of four wheel drive vehicles to inspect road construction projects located on the Olympic National Forest. Resultant contract will be an Indefinite Delivery Indefinite Quantity Contract from July 15, 2002 (or date of award if subsequent) to October 31, 2003. The minimum guaranteed amount of the resultant contract is $150,000.00. Interested firms should submit their SF 254s, in triplicate, to the Olympic National Forest, Contracting Office, 1835 Black Lake Blvd. SW Suite A, Olympia, WA 98512-5623 as soon as possible, but not later than June 26, 2002. The North American Industry Classification System (NAICS) Code is 541330 with a corresponding size standard of $4.0 million. Reference No. R6-OLY-2-23-O. Excessively elaborate proposals are not required or desired. Summary of Work: The contractor shall furnish construction inspectors and two or four wheel drive vehicles to inspect road construction projects located on the Olympic National Forest. These projects are located in the Forks, Quilcene, Hoodsport and Quinault areas of the forest. Inspectors will be expected to perform the following duties at the construction project: 1) perform quality assurance activities including testing and inspection to assure and document compliance with the construction contract requirements; order correction of non-complying work; measure and verify quantities of work performed, answer technical questions of the construction contractor; suspend work not in compliance. 2) Provide current detailed documentation of the contract utilizing computerized forms provided by or alternate systems approved by the government. This documentation shall include the following: daily diaries, results of measurements and all other activities to support payment for all items in the contract; monthly progress and estimate of quantities reports, pictorial record of project construction stages; prepare drafts and support documentation for contract modifications; review as built drawings; review and check progress payment estimates. The contractor shall attempt to provide local personnel residing less than 60 miles (commuting distance) from the assigned project site(s); if not possible the government will provide per diem for employees who reside more than 60 miles from the project site(s) at the approved government per diem rate. All personal equipment shall be furnished by the contractor such as hard hats, orange vests, clinometers, boots, goggles, personal calculators, metric cloth measuring tapes, digital cameras and other hand held surveying equipment as needed. Selection/Evaluation Criteria: 1) Ability to provide quantity/quality of inspectors needed for all projects. Construction Inspector Qualifications: a) NICET Certificate ? Level III b) Associate Degree in Engineering Technology c) Ten years increasingly responsible experience as Inspector, COR or the equivalent, on city, county, state or federal highway construction. In addition, when qualified under a) and b) above, the Construction Inspector must have at least seven years of increasingly responsible construction inspection experience, of which at least five years must have been on road or bridge construction projects as assistant to the project supervisor or as principal inspector. 2) Construction Inspectors? proximity to construction project sites. 3) Availability of two or four wheel drive vehicles capable of providing access to the project construction sites. 4) Availability of personal equipment, i.e. boots, hard hats, hand held survey equipment, cameras, hand held calculators, etc. The Government POC for this request is Lori J.
