- Western Area Power Administration, Sierra Nevada Region, is conducting market research to identify the features and capabilities of commercial (off-the-shelf) software application packages for Energy Scheduling and Energy Financial Settlements in California. Firms with application packages of this type are encouraged to provide an introductory letter and product description to Liz Lynn, 114 Parkshore Drive, Folsom, CA 95630, no later than June 26, 2002. Information may also be provided by e-mail to Lynn@wapa.gov. A product demonstration may subsequently be scheduled. FAR 52.215-3 Request for Information or Solicitation for Planning Purposes applies. (a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. (b) Although "proposal" and "offeror" are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. (c) This solicitation is issued for the purpose of: obtaining market research to determine what capabilities are readily available. Firm requirements have not been established; however, the capabilities listed below are anticipated to be needed. Both applications must recognize and interface with California Independent System Operator (Cal-ISO) formats, templates, upload and download requirements, etc. Both systems must also be capable of functioning with other Control Areas. The Settlements system should include a validation function, capability to import/export data to/from Cal-ISO WORKSPACE, produce estimated CAL-ISO invoices, allocate numerous Cal-ISO charge types, assign multiple scheduling coordinator (SC) identifiers (IDs) and include a dispute function and an automated reporting tool. The system should allow for fast and easy data entry, queries and retrieval from multiple terminals concurrently. The Scheduling system should be capable of generating schedules for any time period or duration; should include automated interfaces to OASIS and tagging; should provide for hourly, monthly or daily schedule checkout; should provide usable information to a billing system; should be capable of entering schedules for multiple SC IDs; should include query filters that can be tailored; must "copy" and "paste" to and from Microsoft Excel?; should be capable of rescheduling and tracking changes; must be accessible from multiple terminals concurrently; and must be able to record negative numbers.
