- Description
- The Billings Area Indian Health Service (IHS) is requesting quotes in accordance with the requirements of Request for Quotation (RFQ)-10-02-018 for the provision of Obstetrical Services at the Fort Peck Service Unit, PHS Indian Health Centers at Poplar and Wolf Point, Montana. This procurement is being conducted under Simplified Acquisition procedures pursuant to the authority of Federal Acquisition Regulation (FAR) subpart 13.5 Test Programs for Certain Commercial Items (10 U.S.C. 2304(g) and 2305 and 41 U.S.C. 253(g) and 253a and 253b) and FAR Part 12 Acquisitions of Commercial Items (Title VIII of the Federal Acquisition Streamlining Act of 1994 (Public Law 103-355)). The Contractor shall provide services that include an organized on-site course of prenatal care, 4 days per week (2 days at Poplar and 2 days at Wolf Point) by a qualified health care provider. The Contractor shall also make available an Obstetrician/Gynecologist to staff an on-site Obstetrical Specialty Clinic, one day every other week (1 day at Poplar and 1 day at Wolf Point), to provide services to pregnant and postpartum women referred by the medical staff of the Fort Peck Service Unit. These services will include physical examinations, diagnostic and treatment recommendations, patient education, consultation, and follow-up for patients. Documentation of the subject services shall be accomplished utilizing the IHS standard forms only. The Contractor shall consult with the Fort Peck Service Unit Chief Medical Officer prior to prescribing any medication, diagnostic testing or services not provided directly at the Fort Peck Service Unit. The Contractor shall be responsible for their own travel costs to the Fort Peck Service Unit sites for the provision of both Prenatal and Obstetrical Specialty Clinics. The services are considered nonpersonal health care services, as defined in 37.101, under which the contractor is an independent contractor. The IHS may evaluate the quality of professional and administrative services provided, but retains no control over the medical or professional aspects of services rendered (e.g., professional judgments, diagnosis for specific medical treatments). The Contractor shall indemnify the IHS for any liability producing act or omission by the Contractor, its employees and agents occurring during contract performance. The Contractor shall maintain medical liability insurance, in a coverage amount, which is not less than the amount normally prevailing within the local community for the medical specialty concerned. The Contractor shall ensure that any subcontracts contain the requirements of the clause at 52.237-7, including the maintenance of medical liability insurance. The North American Industry Classification System (NAICS) Code for this acquisition is 621111 and the small business size standard is $8.5 million. The IHS reserves the right to award multiple Contract Health Service requirements type contracts resulting from this solicitation. The contracts will be awarded for a 12-month period.
