- Description
- The Program Support Center has a requirement to examine how electronic medical records and electronic health information systems have been extended into post-acute care and long-term care settings and intends to negotiate on a sole source basis with the University of Colorado Health Sciences Center (UCHSC), Division of Health Care Policy and Research, 3570 East 12th Avenue, Suite 300 Denver, CO 80206 for the services of Dr. Andy Kramer for this project. The purpose of this 17 month study is to ascertain: (i) the current status of the implementation of electronic information systems in post-acute and long-term care settings, and (ii) the characteristics of the factors that have facilitated or limited extensions of more robust electronic medical records and information systems from acute care settings into post-acute care and long-term care settings. This requirement has been justified in accordance with FAR 6.302-1 Only One Responsible Source. This project requires an in-depth understanding of overarching Medicare and Medicaid policy and data issues, clinical data needs, the ability to collaborate with other experts and the ability to produce timely, policy relevant deliverables. Dr. Kramer is key to this project due to his extensive research expertise in and understanding of Medicare administrative data requirements including patient health and functional data requirements in post acute care; Medicaid administrative data requirements including Federal patient health and functional data requirements in nursing facilities; and policy and data issues related to eligibility, coverage, payment, and quality in Medicare post-acute care and Medicaid nursing facility services. Any organization interested in responding to this requirement shall provide a capability statement documenting their experience with similiar projects in this field of research.
