Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number OJP-2002Q_020 is issued as a request for quotation (RFQ), and will be awarded as a purchase order using the simplified acquisition procedures. This solicitation document and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-06. This procurement is set-aside for small businesses. The NAICS code is 611430 and the small business size standard is $5.0M. This procurement is for on-site A-76 training equal to or substantially the same as the following: Line Item:001: "Performance Work Statement(PWS)", Topics of discussion: Performance based Acquisition Concepts; Data collection and analysis; Workload Development; Documenting the Requirements; PWS sections; QASP and PRS ; Technical Exhibits; and Review and Validation. The training period for this subject is 1 1/2 days and class size is 35 participants. Line Item002: "Most Efficient Organization (MEO) and Technical Performance Plan", Topics of discussion: Purpose, goals, and objectives of the MEO; Understanding how the MEO relates to the entire A-76 study; Developing the MEO; MEO tools and techniques; Analyzing data, developing improvement ideas, and impact assessment; Preparing recommendations an obtaining tentative MEO approval; documenting the MEO; Developing and presenting supporting MEO documentation; Understanding MEO relationships; Understanding when a TPP is required; Model/process for developing the TPP; Constructing a compliance matrix from the solicitation; Developing win strategies, theses and graphics, and effective narratives to communicate the MEO's technical proposals; and Writing the TPP. Training time is 3 days and class size is 35 participants. Line Item 003: "Contracting Officer Functions": Topics of discussion: Overlay of the A-76 and Acquisition process; Roles and responsibilities; Guidance and policy; Contracting Officer responsibilities throughout the process; Conducting source selection using FAR 15.101.1; GAO Decisions; and Acquiring consultant support for the A-76 process. The training time is 2 days and the class is 15 participants. Line Item 004: "win.COMPARE2 Cost Estimating Tool": Topics of discussions: Real word applications; Overview of A-76 cost comparison process; Tasks and Data types used in win.COMPARE2; Line by line personalized Instruction; Class mini-exercises that create a complete study step by step; Case study for students to create a full study; Insight into the changes and improvements from DOS COMPARE; Integrated web access for automatic specific table updates; and Complete training guide that fully complements the DoD A-76 Costing Manual Cost Estimating Tools and Techniques. The training time is 1 1/2 days and class size is 15 participants. Line Item 005: Qualifications: Applicants under this synopsis/solicitation shall indicate their capabilities to successfully complete the tasks described above. Prior work for the Government and NON-Government units shall be described and three references provided. Line Item 006: Cost Statement: Offeror shall provide the cost to perform each training session. Line Item 007: Training location: On-site at the Office of Justice Programs, 810 7th Street, NW, Washington, DC 20531. Delivery: The exact date for conducting the training shall be determined at a later date. The following clauses apply to this acquisition and are incorporated by reference: 52.212-4; Contract Terms and Conditions-Commercial Items(FEB 2002); and 52-212-5, Contract Terms and Conditions Required to implement Statutes or Executive Orders-Commercial Items(MAY 2002). There are no addenda to these clauses. The following FAR clauses are also applicable: 52.203-5, Covenant Against Contingent Fees (APR 1984); 52.203-6, Restrictions on Subcontractor Sales to the Government-Alternate 1 (OCT 1995); 52.203-7, Anti-Kickback Procedures (JUL 1995); 52.216-24, Limitation of Government Liability(APR 1984); 52.216-25, Contract Definitization, (OCT 1997); 52-219-8, Utilization of Small Business Concerns(OCT 2000); 52.222-26, Equal Opportunity(Apr 2002); 52.212-1, Instructions to Offerors-Commercial Items(OCT 2000); 52.212-2, Evaluation-Commercial Items(JAN 1999). The vendor responding to this acquisition should provide this office with the following: A price quote on company letterhead for the requested line items, prompt payment terms, correct remittance address, and a completed copy of the FAR Clause 52.212-3, Offeror Representations and Certifications-Commercial Items (MAY 2002). A company that is not in possession the above referenced clauses in full text may visit "www.arnet.gov" to obtain a copy. Offeror must be in writing and accompanied by a completed Representations and Certification or the offer will be rejected. Neither oral or facsimile offers will be accepted. Offerors may submit their quotations by mail or email. Provision FAR Clause 52.212-2, Evaluation-Commercial Items(JAN 1999), is included: (a) Offerors shall explain the technical approach to accomplish the required training.(b) Offerors must demonstrate prior experience in providing training (c) Offerors must demonstrate knowledge of task. (d) Offerors should provide company names, points of contracts, and telephone numbers for all contracts and purchase orders for the same or similar services for the past 2 years. (e) Offerors must submit a cost quote separate from the technical proposal. The cost quote shall breakdown direct labor and rates, and all other direct cost including supplies, travel and perdiem expenses. Evaluation of all offers will be made to determine which RFQ offers the best value to the Government. The following factors shall be used to evaluate offers: (1) Technical Capability (2) Past Performance; and (3) Cost. Technical and past performance when combined are more important than cost. Offers are due no later than 2:00pm on June 24, 2002. Offers received after that time will not be accepted. Please reference the solicitation number on your offer. Offerors should use overnight or messenger service as our first class mail delivery is still not reliable.
