Description
The Federal Highway Administration (FHWA), Eastern Federal Lands Highway Division (EFLHD), anticipates awarding an Indefinite Delivery, Indefinite Quantity Contract (IDIQC) for providing transportation planning and engineering services in the preparation of Transportation Planning Studies or similar activities associated with Federal Land Management Agencies (FLMA) such as the National Park Service, U.S. Forest Service, Fish and Wildlife Service, etc. within the eastern United States. Transportation Studies provide a forum for determining appropriate transportation investments that meet future mobility needs of current and future study area residents and land management agencies. The studies must contain information sufficient to measure and evaluate a range of investment options and develop quantitative and qualitative measures to assess and evaluate alternatives against a baseline. Based on evaluations, planning studies recommend to decision-makers a package of transportation improvement strategies, and implementation plans for further project development. This procurement is made under the North America Industry Classification Code 54133 and is open to all business concerns. Architect-Engineer selection procedures will be used and selection will be non-project specific through the preselection and interview stage. The types of work the Firm may be required to perform under this contract include the following: project tasks, which may include but are not limited to: (1) ENVIRONMENTAL COMPLIANCE, including but not limited to: preparation of National Environmental Policy Act (NEPA) documentation, resource surveys, permits and Section 4(f) evaluation. (2) ENGINEERING STUDIES, including preparation of studies for condition evaluation of roads within FLMA Units resulting in prioritized lists and cost estimates of potential improvement projects, and/or planning studies. The tasks may include but are not limited to: Access Management; Drainage Assessment; Limited Preliminary Conceptual Engineering; Operational Assessment; Pavement Condition Assessment; Signs and Pavement Markings; Traffic Calming, Wayfinding, Parking Management, Signals and Traffic Control Strategies; Site Impact and Traffic Safety Evaluations. (3)TRANSPORTATION AND URBAN PLANNING, including but not limited to: Capacity Analysis and Demand and Forecasting Modeling; Collection and analysis of existing and projected data for Corridor and Subareas; Multi-modal transportation planning in multi-jurisdictional and politically sensitive environments including but not limited to: multi-use trail systems, Blue Trails, Pedestrian facilities, Bicycle Facilities, Water-borne Transportation facilities; Supporting Operational and Maintenance facilities; ITS and other management strategies; Community Impact Analysis; Public information/ involvement campaigns/ outreach; Innovative Financing strategies and plans for transportation facilities (4) ALTERNATIVE TRANSPORTATION SYSTEMS AND NEW TECHNOLOGIES which include but are not limited to: Transit needs assessment, planning, and service development; Transportation fee and revenue models and funding source identification; Analysis of transit, bicycle, parking, pedestrian and multi-use trail systems and operational improvements; Financial, maintenance, and operating plans for alternative transportation systems; Vehicle and ferry technologies; Clean and alternative fuel technologies, operational considerations, and procurement efficiencies; Implementation strategies and studies on the suitability of selected transportation technologies to the various FLMA Units; (5) PLANNING AND DEVELOPMENT OF INTELLIGENT TRANSPORTATION SYSTEMS which include but are not limited to: ITS Strategic Assessment and Deployment Planning; Project-Level Architecture Development; Feasibility and Technology Assessment; User Needs Studies. Program tasks will consist of planning and design efforts, which may include but are not limited to: (1) Determination of economic, technical, and environmental feasibility of alternative transportation modes for use in the various Federal agencies Units; (2) Development of a system to collect, inventory and analyze data related to transportation issues across FLMA Units as the basis for planning studies and project evaluation, including but not limited to: visitor surveys, information technologies, and visitor management strategies (3) Short and Long Range Transportation Planning. Additional work may include leading community/stakeholder planning efforts and development of partnering relationships with entities outside of FLMA Units boundaries; Carrying out preliminary examinations to develop refined estimates of transportation impacts and assess the environmental aesthetic, economic and historic impacts of applicable alternatives. This contract may require occasional design and specification preparation to be performed or approved by a licensed/registered engineer in the state or territory of the work location. All work performed by the A/E shall be under the direction of a professional engineer (PE) licensed in subject state, and other registered/certified professionals as required. The proposed work may extend over several fiscal years, involving projects at various stages, which will require that the selected firm(s) must be capable of providing and managing a multi-disciplinary team from within the firm or in conjunction with sub-consultants. The A/E will need to have direct contact with federal, state, or local regulatory agencies to assure compliance with regulations, codes, and policies. The following professional disciplines are required to be on the team of the A/E or qualifying subcontractors thereof: Archaeologist, Architect, Biologist, Highway Engineer, Community Impact Specialist, Community Planner, Ecologist, Environmental Specialist, Geographic Information Systems Specialist, Graphic Designer, Landscape Architect, Marketing Specialist, Public Involvement/Information Specialist, Resource Specialist (Natural and Cultural), Sociologist, Traffic Operations Engineer, ITS Specialist, Transit Planner, Transportation Engineer/ Planner, Visitor Use Planning Specialist, Web Master. The following disciplines may be required during the course of the contract. They are deemed desirable, but not mandatory, in the consideration for contract award. Standard Form (SF) 254's for these disciplines should also be provided: air quality analyst, economist, environmental assessor, financial programs specialist, hydrologist, noise analyst, and technical writing specialist. The purpose of this procurement is to select a firm, which is highly qualified to provide these planning and engineering services. The selection criteria are listed below in descending order of importance. (1) Specialized experience and technical competence of the firm in the type services required. (2) Professional qualifications necessary for satisfactory performance in the type of services required. (3) Capacity to accomplish the work in the required time. (4) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules firms must submit references for past performance, that include a Point of Contact, and current telephone and facsimile number); and (5) Location of the firm?s office in relation to the 31 Eastern States listed at www.efl.fhwa.dot.gov. The successful firm will be awarded an IDIQC based solely on data contained in the SF-254's and SF-255's and interviews of preselected firms. Once the interviews are complete, the IDIQC will be negotiated, and Delivery Orders (DO) will occur as specific project needs are identified. This contract will be for an initial 1 year period with options to extend for four additional 1-year periods. IDIQC and TOs awarded will be firm-fixed price. The minimum guaranteed contract amount is $3,000 per year, and the estimated maximum contract amount is $2,500,000 per year. No solicitation package is available. Interested firms having the capabilities for this work are invited to submit a separate SF 254 for the prime and each subcontractor or joint venture firm, and a single SF 255 for the proposed team, including subcontractors and joint venture firms, by addressing a transmittal letter to the office shown. Joint Ventures must also submit a copy of the Joint Venture Agreement. The SF 254 and SF 255 should be completed per the instructions on the forms. Part 10 of the SF 255 may be expanded, if necessary, to address the selection criteria fully. Submittals are due on August 2, 2002, by 3:00 pm in Suite 310B, local time, at the Federal Highway Administration address listed above. Clearly label the submission with reference to DTFH71-02-R-00012 in a prominent location on the submission. All firms will be notified of the results of the preselection approximately 45 days after the closing date. Although this solicitation is open to all firms, the following is provided for minority, women, and disadvantaged business enterprises only: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization (OSDBU), has a program to assist minority, women-owned, and disadvantaged business enterprises to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
