Description
The project involves the removal of existing traffic light controller and cabinet. Install (1) new traffic light controller and cabinet on existing pedestal. Electrical lighting contactor used for street lighting will be disconnected and removed from the existing cabinet. Electrical lighting contactor will be re-installed and reconnected inside the new traffic light cabinet. Replace all existing Red, Yellow and Green incandescent traffic lamps with new high efficiency 12 inch LED traffic signal modules. Replace one missing tunnel visor on traffic light located on Gunfighter Avenue. Provide emergency spare components, 1 load switch, 1 flasher module, 1 flasher transfer relay, 1 4-channel detector amplifier and 1 power supply. Install electrical wiring harness in new cabinet. Hook-up old controller so it can be used as a hot standby during emergencies. Provide programming and training for new system software and hardware. Base Bid item is lump sum. This will be a firm-fixed price construction contract with a 30-calendar day performance time. This solicitation, a request for proposal (RFP), will be issued on an unrestricted basis. The estimated dollar value of this project is between $25,000 and $100,000. The NAICS code for this acquisition is 235310. The small business size standard is $11,500,000. The successful contractor will be selected using performance/price tradeoff procedures, resulting in the Best Value to the government. Performance is significantly more important than price. The Government reserves the right to award a contract to other than the lowest proposed price. Offerors shall submit proposals that can be accepted solely on the basis of the initial offer as the Government may proceed with award of a contract without further discussion. It is anticipated that the solicitation will be issued electronically on or about 10 June 2002; it will be issued on the Government's Federal Business Opportunities (FedBizOpps) at http://www.eps.gov. Paper copies are not available. You must register on the subject site in order to receive notification of changes to the solicitation; however, you may still retrieve the changes without registering. Note: Any prospective contractor must be registered in the Central Contract Registration (CCR) www.ccr2000.com in order to be eligible for award. Registration requires applicants to have a DUNS number. Registration may take up to 3 weeks to process. Recommend registering immediately in order to be eligible for timely award.
