Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only synopsis. A quotation is being requested and a written solicitation will not be issued. Purchase Request number F13ACS21081100 is hereby issued as a Request for Quotation. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-07. This acquisition is 100% set aside for Small Business concerns, and is under the North American Industry Classification System (NAICS) code 511130 which has a small business size standard of 500 employees. This requirement is for the purchase of the following textbooks: a) 50 each, ?Leadership: Enhancing the Lessons of Experience.?; ISBN: 0072445297, hardcover, 4th edition, publisher: McGraw-Hill, publishing date: December 2001; b) 150 each, ? Leadership: Enhancing the Lessons of Experience?, older edition, ISBN: 0256261431, hardcover, publisher: McGraw-Hill, publishing date: October 1998; c) 750 each, ?Every Man a Tiger?, hardcover, ISBN: 03991935, publishing date: May 1999. Delivery is to be made to Maxwell AFB AL. Please provide a delivery date with your proposal for each item being solicited. Partial shipments and partial payments are not authorized. The government will make an award to the lowest priced, responsible contractor whose quote is in the best interest of the government. Evaluation elements will consist of price and delivery. The government reserves the right to evaluate delivery capability and make a best value decision. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations-Commerical Items (May 2002) with its Alternate 1. The Contractor agrees to comply with the following clauses and provisions, which are incorporated in this solicitation by reference, to implement provisions of law or executive orders applicable to acquisitions of commercial items. All clauses and provisions may be accessed via Internet at: http://farsite.hill.af.mil. The clauses at Federal Acquisition Regulation (FAR) 52.212-4, Contract Terms and Conditions ? Commercial Items (Feb 2002) and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (May 2002) are applicable as well as the following FAR clauses under 52.212-5?s paragraph (b): 52.222.21, Prohibition of Segregated Facilities; 52.222-26, Equal Opportunity for Special Disabled Veterans, Veterans of the Vietnam Era, and other Eligible Veterans; 52.222-36, Affirmative Action for Workers with Disabilities; 52.222-37, Employment Reports on Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans; 52.222-19, Child Labor-Cooperation with Authorities and Remedies; 52.232-33 Payment by Electronic Funds Transfer-Central Contractor Registration2.225-7001, Buy American Act and Balance of Payments Program (Mar 1998). Defense Federal Acquisition Regulation (DFAR) clause 252.204-7004, Required Central Contractor Registration is also applicable to this acquisition. The provision 52.212-1, Instructions to Offerors-Commercial Items, (Oct 2000) is being incorporated by reference and its paragraph (b) is being amended as follows: Submit signed and dated offer on company letterhead to 42 CONS/LGCB, 50 LeMay Plaza South, Maxwell AFB, AL at or before 1600 (4:00 p.m.) Central Daylight Savings Time, 17 June 2002. Quotations may be faxed or emailed to the POC listed below. A Firm-Fixed Price purchase order will be issued in writing. No telephone responses will be processed.
