Small Business Set-Aside

8a Competitive
 

Description

This acquisition is set aside for 8(a) Small Business Concerns in Regions VIII, IX, and X and 8(a) participants in good standing, serviced by an SBA office outside of these states, but having a bona fide branch office in these states. The SBA requirement tracking number is 7700-02-203606. The acquisition is for an indefinite-delivery-indefinite-quantity (IDIQ) contract for a 1-year base period plus two 1-year option periods. Work includes but is not limited to paving and curbing projects for base streets, parking lots, and driveways at Fairchild AFB including off-base sites maintained by Fairchild AFB. Delivery orders for projects under this contract will be issued upon availability of funds for each project. The overall construction magnitude is between $1,000,000 and $5,000,000. The NAICS code is 234110 and size standard is $28.5 million. Joint Venture Agreements are allowable on competitive 8(a) set-asides and must be received by SBA prior to proposal due date and approved before award of a resulting contract. If you are contemplating a joint venture on this project, you must advise your assigned Business Opportunity Specialist (BOS) as soon as possible. It is also recommended that the agreement be submitted as soon as practicable to ensure compliance with established regulations. Any corrections and/or changes needed can be made only when your BOS has adequate time for a thorough review before the proposal due date. No corrections and/or changes are allowed after time of submission of proposal. The solicitation will be issued on or about 14 June 2002. The closing date and time for submission of offers will be contained in the solicitation package. The areas of evaluation will be stated in Section M of the contract. The Government will award a contract resulting from the solicitation to the responsible 8(a) offeror whose offer conforms to the solicitation requirements and provides the best value to the Government considering Price and Past Performance. Normal work hours will be Monday through Friday, 7:30 a.m. to 4:30 p.m., excluding federal holidays. Liquidated damages shall apply to all delivery orders. Government furnished materials is not included. The entire solicitation, including the specifications and drawings will be made available only on the Electronic Posting System (EPS) website at http://www.eps.gov. Potential offerors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information, and for downloading their own copy of the solicitation package. This acquisition will be processed through competitive negotiations procedures utilizing best value in terms of price versus past performance trade-off procedures. To be eligible for contract award, a firm MUST be registered in the DoD Central Contractor Registration (CCR). Register via the CCR Internet site at http://www.ccr.gov or by contacting the CCR at 1-888-227-2423. Offerors are required to submit their proposals via paper copy. Electronic proposals via fax or e-mail will not be considered. The Government reserves the right to cancel this solicitation either before or after the closing date.
