Description
NA On or about June 25, 2002, the US Army, Corps of Engineers, Omaha District, will issue a competitive Request for Proposals for construction oversight, management and labor to construct temporary roofing repairs after any natural or man-made catastrophe or major disaster identified within the Commonwealth of Puerto Rico. Proposals will be received on or about July 26, 2002. Solicitation of proposals will be UNRESTRICTED, open to participation by both large and small business concerns. One firm fixed-price , Requirements/Indefinite Delivery/Indefinite Quantity contract (IDIQ) will be awarded from this solicitation. Phase I, the Requirements portion of the contract will include a base and 4 optional periods with an optional Phase II, IDIQ portion under each period. Maximum award under Phase I, the Requirements portion, will be awarded by task order up to $100,000 to accomplish work associated with a USACE/FEMA roofing mission in this location. Phase II, the Optional IDIQ portion, if exercised, could include task orders valued up to a maximum of $49,900,000 per contract period. Task orders will be awarded based on pre-priced line items. The work may include the following: site/damage assessments for planning purposes, partnering with USACE representatives, supervision, labor, equipment and some materials necessary to install government-furnished temporary roofing on designated residences and facilities. The contractor?s crews may be working at heights up to four stories in what may be severely impacted work environments or remotely located areas. The successful contractor will be required to deploy expediently upon notice to proceed, mobilize crews to promptly accelerate production to a pre-determined level of acceptable performance. Liquidated damages wil l be made part of this contract and assessed for impacts to the Government from inability to achieve the ramp-up schedule. This solicitation is a competitive Request for Proposal. Proposal Evaluation and Award: Proposals will be submitted and evaluated ba sed on the best value approach considering technical evaluation factors and price and technically acceptable requirements specified in RFP section PROPOSAL SUBMISSION REQUIREMENTS AND INSTRUCTIONS. An adjectival method of evaluation will be used to evaluat e the technical evaluation factors. The technical evaluations factors include: Technical Data (Mobilization/Strategic Management Plan, Capacity); Offeror?s Experience, Past Performance and Personnel; Utilization of Small Business Concerns, and utilization of local subcontractors. Price will be comparatively evaluated for reasonableness and realism. All evaluation factors other than Price, when combined, are more important than the Price evaluation.
