Description
The U.S. EPA, ORD, National Risk Management Research Lab., Subsurface Protection and Remediation Division, located at the Robert S. Kerr Environmental Research Center in Ada, Ok intends to negotiate on a sole source basis with Geoprobe Systems under the authority of FAR 6.302-1, for a soil probe unit. This unit is required for a complete range of tasks for our direct push (DP) equipment. Our current equipment is only designed to work on dry compacted soil areas. As we move into research where the access to marshy and frequently submerged areas continues, we need a means of actually instrumenting and sampling these areas without damaging them environmentally. This unit is designed to install on the vibration isolated steel plate in the back of our currently on order Hydrotraxx unit. Because of the weight sensitive nature of the Hydrotraxx, Geoprobe will design a special unit that will meet our exploratory and site characterization needs without compromising the wetland and water travel capabilities of the Hydrotraxx all-terrain vehicle. We undertook an extensive market survey last year to identify an all-terrain vehicle capable of using push tools driven hydraulically for subsurface site characterization work. The Hydrotraxx unit was the only unit capable of doing this work and was purchased. To purchase a push tool to mount on the Hydrotraxx other than a Geoprobe would be prohibitive in terms of the need for additional accessory tools. This unit needs to be able to easily use all of the Geoprobe accessories that we have in our suite of specialized tools, we currently have four (4) Geoprobe units. This is the only responsible source, and no other supplies and services will satisfy agency requirements. This notice is not a request for quotations. However, any firm believing itself capable of meeting EPA requirements may submit requisite technical documentation to establish the potential of meeting the specifications. Such documentation must be submitted to the POC within 15 days of electronic posting of this notice. A determination not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. This acquisition is being processed under FAR Part 13, Simplified Acquisition Procedures.
