- Proposal Submission Place: Mr. Gia Chanturia, President, Georgian International Oil Corporation, c/o U.S. Trade and Development Agency, 1621 N. Kent Street, Suite 200, Arlington, VA 22209, Attention: Georgia Underground Gas Storage Project. The Georgian International Oil Corporation (GIOC) invites submission of Proposals from interested U.S. firms which are qualified on the basis of experience and capability to conduct a feasibility study for an underground gas storage facility for the country of Georgia. Improving the reliability of gas supply has been a goal of Georgia since the early 1990's. It is viewed as being critical to providing reliable electricity in Georgia during the late autumn and winter months, when hydropower resources are low. Prior to the breakup of the USSR, the Caucasus republics operated as a part of a unified gas supply grid that was dispatched from Moscow. The grid supplied substantial amounts of gas from Russia during the autumn and winter to the gas fired power plants in the Caucasus. The value of gas energy was returned during the spring and summer months, when there was surplus hydropower capacity in the Caucasus. For a variety of reasons the Russians are no longer eager to continue this trade, and Georgia, in particular, has suffered severe power shortages during the colder months as a result. Because there is no storage available in Georgia, its gas consumers have been forced to accept erratic service and high prices for the Russian gas. The development of the gas storage project will not only insulate Georgia from disruptions in gas supply, it will enable Georgia to purchase gas during the summer months when the price is lowest. It will also allow Georgia to regulate its hydropower generation so that it may sell power at peak hours to its neighbors, which will yield a higher price. Ultimately, the savings in fuel costs and the improved cash flow from peak load power sales will result in lower electricity prices for Georgian consumers. The building of gas storage facilities should substantially improve Georgia's energy security and lower the price its consumers must pay for electricity. Azerbaijan will also receive similar economic benefits, but to a lesser degree. The Georgian government is interested in developing both short term and seasonal reserves for natural gas. The principal objectives of the storage facilities are: 1. Minimizing the adverse impacts from disruption of gas deliveries from abroad; 2. Improving the security of natural gas transportation in the Caucasus Region; and 3. Optimizing the economic value of natural gas received through the South Caucasus Gas Pipeline (SCP). The storage facilities are expected to operate as an integral part of the SCP, which will connect the Shah Deniz gas fields in Azerbaijan with Erzurum in Turkey. The U.S. firm selected to conduct this feasibility study will be paid in U.S. dollars from a $683,000 grant to GIOC from the U.S. Trade and Development Agency (TDA). A detailed Request for Proposals (RFP) is available from TDA, at 1621 N. Kent Street, Suite 200, Arlington, VA 22209-2131. Requests for the RFP should be faxed to the IRC, TDA at 703-875-4009. In the fax, please include your firm's name, contact person, address, and telephone number. Some firms have found that RFP materials sent by U.S. mail do not reach them in time for preparation of an adequate response. Firms that want TDA to use an overnight delivery service should include the name of the delivery service and your firm's account number in the request for the RFP. Firms that want to send a courier to TDA to retrieve the RFP should allow one hour after faxing the request to TDA before scheduling a pick-up. Please note that no telephone requests for the RFP will be honored. Please check your internal fax verification receipt. Because of the large number of RFP requests, TDA cannot respond to requests for fax verification. Requests for RFPs received before 4:00 PM will be mailed the same day. Requests received after 4:00 PM will be mailed the following day. Please check with your courier and/or mailroom before calling TDA. Only U.S. firms and individuals may bid on this TDA financed activity. Interested firms, their subcontractors and employees of all participants must qualify under TDA's nationality requirements as of the due date for submission of qualifications and proposals and, if selected to carry out the TDA-financed activity, must continue to meet such requirements throughout the duration of the TDA-financed activity. All goods and services to be provided by the selected firm shall have their nationality, source and origin in the U.S. or host country. The U.S. firm may use subcontractors from the host country for up to 20 percent of the TDA grant amount. Details of TDA's nationality requirements and mandatory contract clauses are also included in the RFP. Interested U.S. firms should submit their Proposal to GIOC c/o TDA by 4:00 P.M. July 18, 2002, at the above address. Evaluation criteria for the Proposal are included in the RFP. Price will not be a factor in contractor selection, and therefore, cost proposals should NOT be submitted. GIOC reserves the right to reject any and/or all Proposals. GIOC also reserves the right to contract with the selected firm for subsequent work related to the project. GIOC is not bound to pay for any costs associated with the preparation and submission of Proposals.
