Description

The Air Force Operational Test and Evaluation Center (AFOTEC) is hereby synopsizing its requirement for a General Operations Support contract. AFOTEC conducts initial operational tests and evaluations (OT&E), multi-service tests and evaluations, qualification operational tests and evaluations, and follow-on operational tests and evaluations on Air Force systems and, as directed by the Air Force, on multi-service systems. AFOTEC also supports operational utility evaluations and operational assessments, and participates in combined testing through the Combined Test Force. For the Office of the Secretary of Defense (OSD), AFOTEC conducts reviews, coordinates feasibility studies, test designs, produces final test plans and test reports, and coordinates test resource requirements. AFOTEC also prepares evaluations as directed by the Chief of Staff of the Air Force. The scope of this acquisition is to support AFOTEC organizations with academically skilled and operationally knowledgeable personnel to support the administration, planning, and conducting of OT&E activities. The management of OT&E will be accomplished through the AFOTEC core processes; the business management process, the product delivery process, and the product assessment process. The scope of this acquisition includes personnel with expertise in administrative and support services; analytical, engineering, and technical expertise, including utilizing that expertise during operational test; DoD operational field expertise and operational test of new systems; and training support in both generic operational test concept and specialized classes. This acquisition is a competitive Small Business/HUBZone set-aside under NAICS code 541710, size standard of 1500 employees. We anticipate a 60 month Indefinite Delivery/Indefinite Quantity (IDIQ) type contract with Cost Plus Fixed Fee (CPFF) ordering provisions. The estimated value of the SBGOS effort is between $12M to $16M for the Small Business and between $7M to $9M for the HUBZone. The final RFP is scheduled for release in late May 02 with proposals due in late Jun 02 and contract award estimated for late Sep 02. A Pre-proposal Conference will not be held for this solicitation. All questions concerning the solicitation should be submitted electronically by close of business 17 May 02 to the following e-mail address: R001SBGOS@afotec.af.mil. Responses will be posted to the fedbizopps website on 20 May 02. If necessary, the RFP will be amended to incorporate any changes as a result of the questions received. Questions received after 17 May 02 may not be answered. Past Performance Questionnaires should be submitted electronically to the above e-mail by close of business 28 May 02. It is imperative that interested companies continue to monitor the Fedbizopps website for updated information regarding the SBGOS solicitation. No paper copies of the solicitation will be issued.
