Description
It is anticipated a solicitation will be issued on or about February 20, 2002 and will be identified as N47408-02-R-2315. This requirement has been previously identified as N47408-CM and N47408-02-B-2304. This will be a 100% small business set-aside for a Firm-Fixed price contract with one base year and four option years. The resulting contract will provide for the web based construction management of NAVFAC Field Office processes in an Application Service Provider scenario. The work will primarily consist of measuring basic functionality, technical and interoperability functions. The web based software program will be operated at NAVFAC Field Offices in a global environment. The NAICS number is 541512. This procurement will utilize source selection procedures. Evaluation of proposals will be based on technical merit and price. All offerors will be required to demonstrate critical functionality, significant functionality, technical aspects, inoperability, and past performance considering relevancy, sources, context, and trends. In addition to a written technical and price proposal, offerors considered in the competitive range may be required to present their method of achieving the objectives of the Government in an oral demonstration. This oral demonstration, if necessary, will assist the Government in making a determination as to technical acceptance. The estimated award date is May 10, 2002. Configuration of the entire system to comform with the requirements in the scope of work must be accomplished no later than September 30, 2002. On-site training of super users, training for all personnel, and the ASP site license for including all NAVFAC contracts on line, are the remaining requirements for the base year. The offeror will be required to provide ASP site license for including all NAVFAC contracts on line for the option years.
