Description
The U.S. Agency for International Development, West Bank & Gaza mission (USAID/WB|G) seeks the services of American companies in providing design/build (D/B) services for the design, build and operation of a Desalination Plant in Gaza. The project includes the design, construction and operation of a desalination plant with an initial capacity of about 20 million cubic meters per year including seawater intake, brine outfall and a 3 kilometer pipeline for treated water. The operations period is expected to extend for an extended period beyond initial startup. The estimated project construction cost is more than $10 million including the first two years of operations and contingencies. The estimated project construction cost is more than $10 million. One design/build team will be selected for the entire project. The selection process will follow the procedures in FAR part 36.3 -- two phase design build selection procedures: a request for qualifications (RFQ) and a request for proposals (RFP). The request for qualifications will be made available to all firms responding to this announcement on or about February 18, 2002. The team qualifications will be evaluated to determine the ability of the design/build/operate team to plan, construct and control this project. Up to five (5) teams will be short-listed and asked to respond to the RFP. The proposals will be used to select a team to provide a quality product, on or ahead of schedule, for a firm fixed price contract. It is anticipated the contract will be awarded by the summer of 2002 with the forecasted project construction duration of 24 months. USAID is seeking design/build teams that are committed to quality, have proven experience in the design and construction of desalination plants projects, will bring innovative design/build approaches to ensure timely and quality completion, and are willing to partner with USAID for the mutual success of the project. USAID encourages the participation to the maximum extent possible of small business concerns, small disadvantaged business concerns and women-owned small business concerns in this activity as the prime contractor or as subcontractors in accordance with Part 19 of the FAR. This is a USAID funded project. USAID reserves the right to cancel the project with written notice to the firms responding to this announcement. To request a copy of the request for qualifications, which will be ready on or about February 18, 2002 for distribution, please send an e-mail request to ssakran@USAID.gov or request that a copy be mailed by sending your fax request to the contracting office at 972-3-511-4893. We also request that you include an updated telephone number and a fax number and an e-mail address where you can be contacted. The preferred method of distribution of USAID procurement information is via the Internet or by request of the solicitation on a 3.5 floppy disk (word 97 format). IF you require a copy in paper form of the solicitation, you must specifically ask for it, but you will not receive both a copy in paper form and a floppy disk. Receipt of this RFP through the internet must be confirmed by written notification to the contact person noted below.
