- Description
- The Broadcasting Board of Governors (BBG)/International Broadcasting Bureau (BBG/IBB) has a requirement to retrofit, test, and modify/enhance the operational performance of existing transmitters with a digital HF exciter capable of quadrature amplitude transmission. The subject digital transmitter exciter must conform and comply with the latest Digitale Radio Mondaile (DRM) standard that is embodied in European Telecommunications Standards Institute (ETSI) TS 101 980 and the forthcoming ES 201 980 if it is current at the time. The Contractor shall provide one each digital HF exciter and all related equipment/accessories required for the installation, testing and operation of the following transmitter types: 1) 100-500W short wave broadcast transmitter using Class C amplifiers in the RF path and high-level amplitude modulation, and 2) 50 kW short wave transmitter whose amplifiers in the RF path are linear. The digital HF exciter must be capable of delivering a minimum unmodulated carrier power of one watt into a 50 ohm resistive load while operating on any carrier frequency on any HF broadcast band between 5.9 and 26.1 MHz with adjustments in a minimum of 100 Hz increments. As an option if available, the Government is also interested in a measuring device to monitor the level of audio quality of the transmitting signal that has the capability to decipher and display all data digital formats generated by the exciter. The Contractor shall also provide logistical support items including operations and maintenance manuals, installation instructions, and other deliverables as spare parts list, wiring lists and schematic diagrams of all electronic circuitry to include assembly drawings of all chassis and printed circuit boards. The Contractor shall be required to provide technical support necessary to complete installation and assist the Government in making the digital HF exciter fully operational. BBG/IBB intends to issue a full and open unrestricted solicitation document in accordance with FAR Part 12 - Acquisition of Commercial Items for this negotiated firm-fixed price (FFP) procurement in the next fifteen (15) days with proposals due thirty (30) calendar days thereafter. Award will be based upon product availability and delivery, price and evaluation of the relevant features, functions and performance of an Offeror's product. All responsible sources may submit a proposal in response to the forthcoming solicitation document, BBGCON 3602S5314, to the BBG Contracting Officer at the above listed address. Oral expressions of interest will not be accepted. Any questions related to the subject solicitation shall be submitted in writing to the attention of the Contracting Officer. All written expressions of interest shall specifically reference this CBD Notice by its title and date of publication. This CBD Notice is not a RFQ, RFP, or an IFB.
