Description
The Defense Logistics Agency has a requirement for a sole source solicitation for contracted data manipulation and programming services for to integrate available data into the existing DLA Real Property Sustainment Modernization and Restoration (SRM) project management database system. The NAIC code is 541511. This serves as notice of intent to negotiate with JNB Solutions of Lake Ridge, Virginia for program management and professional services. DLA Facilities Engineering Program Managers at HQC and primary field activities maintain, report and manage information regarding assigned real property facilities that support DLA operations and missions worldwide. Accurate and complete real property facility inventories and condition information are critical in the development, execution and efficient management of Agency funds used to construct, sustain, restore, and modernize the DLA real property infrastructure. REQUIREMENT a) Assimilate existing DLA source real property data systems (s) into one common structured MS Access database which is integrated with the DLA Real Property Sustainment Modernization and Restoration (SRM) project management database system. b) Ensure the resulting application accommodates the current real property inventory functions using appropriate and approved software (Microsoft Access and Visual Basic) having the capability for future migration to a client server environment. c) Ensure capability to assimilate and manage real property condition information based on known inventories to support annual reporting to DoD on DLA real property in accordance with current guidance. d) Deploy a consolidated approved Real Property Inventory database for DLA wide use. e) Train HQ and primary field activity personnel on the use of the database. SPECIFIC TASKS a. Review, validate/update the current requirements for real property inventories. 1. Conduct interviews and meetings with DSS-I to review facilities inventory management functions and identify possible efficiencies and capabilities that could be incorporated into the consolidation and conversion of the existing facility data and automated functions. 2. Identify opportunities to update the facility inventory management and condition/deficiency tools to support business process improvements. 3. Identify opportunities to revise/expand/delete data elements, standards/tables, and validations b. Restructure and/or update the existing tables and forms as necessary to recreate the existing AFDC automated program capabilities for facilities inventory management using Microsoft Access 2000. Include all existing: 1. Data entry forms (facility inventory, space use, deficiency identification, etc). 2. Reports, queries (including each organization level, and program/project function). 3. System utilities to manage/share/transmit data electronically. c. Assist/perform a one-time conversion of available facility inventory data to new Microsoft Access format. d. Complete data conversion, initial training, beta testing, and demonstrate deployment and operation of the consolidated RPI system at DLA HQ. e. Update/revise the user manual for the consolidated real property system f. Conduct user training seminar(s) on the use of the consolidated real property inventory database system g. Assist in the installation and deployment of the consolidated RPI system at primary field locations of DLA. h. Follow up and revisit to correct problems, debug, re-train and resolve issues (on a per hour basis as required for unforeseen problems). DELIVERABLES a. Proposals to update the facility inventory and condition management tool to support POM/BES submissions, business process improvements and SRM planning, programming, and budgeting. This includes: - Revised data tables, validations, standardized codes, and automated functions. - Data conversion to fit new codes & standards - Reports and data analysis to support POM/BES submissions and DoD Reporting. b. Consolidated RPI inventory management database system. c. Converted facility inventory and condition data. d. User manual and training outlines e. Training conducted at primary field activities TRAVEL Tasks 3a to 3 d: Developmental (Business Process Review) meeting(s) with DSS-I Deployment, training, and Beta testing at DSS-I.
