Description

Description: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This Solicitation No. IDAWY-31-02 is a Request for Quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2001-07. This contract shall be set aside for small business. NAICS Code: 325188, small business set aside standard is 1,000 employees. Item 01 Supply and deliver any one of the following dust abatement products and mixes at the quantity specified below to 35 miles of Forest Service Road. Quoters may quote on any one or more of the following but only one item number will be awarded. Price quote shall include delivery and spreading. Quantities are estimated, depending on road and weather conditions at time of application. 1a ? Magnesium Chloride Brine, Guaranteed 27% MgCl2 in brine ? 1361 tons; 1(b) Magnesium Chloride Brine, Guaranteed 28% MgC12 in brine ?1312 tons; 1(c) Magnesium Chloride Brine, Guaranteed 29% MgCl12 in brine ? 1267 tons; 1(d)Magnesium Chloride Brine, Guaranteed 30% in brine ? 1225 tons; 1(e) Magnesium Chloride Brine, Guaranteed 31% MgCl2 in brine ? 1185 tons; 1(f) Magnesium Chloride Brine, Guaranteed 32% MgCl2 in brine ? 1148 tons; 1(g) Magnesium Chloride Brine, Guaranteed 33% MgCl2 in brine ? 1114 tons. The FS representative will accompany the Contractor to all road locations where the material will be delivered and spread. All applications shall be approved by the FS rep. The FS rep may suspend application of material if delays caused by the Contractor will cause the dust abatement material to not perform properly. Suspension will result in no additional cost to the Government. Delivery Location and Description: Project is 35 miles of the prepared 22-foot-wide Greys River Road, beginning at the end of the pavement ? mile southeast of Alpine, Wyoming and proceeding SE for 35 continuous miles. Distribution equipment shall be so designed, equipped, maintained, and operated such that the dust abatement material may be applied uniformly on variable width of surface. Brine may need to be applied in multiple passes to insure all brine is absorbed into the 22-foot-wide running surface of the road rather than running off the road. Time of Delivery: Delivery shall begin early to mid July. Actual date is dependent upon road and weather conditions. Government Responsibility: Government will prepare the road surface for the material, including spraying water on the road. Government will supply maps of area, and Certificate of Compliance form upon request. Contractor Responsibility: Contractor shall obtain any necessary licenses and permits necessary to perform work under this contract. Contractor shall furnish with each delivery a Certificate of Compliance or a bill of lading if it contains the same information as the Certificate of Compliance, describing product delivery. For each delivery, the Contractor shall furnish certified scale weight certificates, and a supplier?s certification that the material meets the requirements. The provision at 52.212-2, Evaluation?Commercial Items applies to this solicitation. The Government will award a contract resulting from this solicitation whose offer conforming to this solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: past performance, past experience, technical capability. Offers should address these factors when submitting price quotes. Offerors shall submit a completed copy of the provision at 52.212-3, Offeror Representations and Certifications?Commercial items, with their offer. The clause at 52.212-4, Contract Terms and Conditions?Commercial items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders?Commercial Items applies to this acquisition, with the following clauses applicable to this acquisition: 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.222-19, 52.225-1, 52.225-3, 52.225-13, 52.232-34. Estimated Contract Award Dollar Amount: Between $25-000 - $100,000. Quotes due on June 25, 2002 by 4:00 p.m.
