- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-07.*** The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 500 employees. However this requirement is unrestricted and all interested Contractors may submit an offer. ***The National Institute of Standards and Technology (NIST) has a requirement for one (1) 10 inch diameter integrating sphere for ultra-violet-visible-near-infrared hemispherical-directional reflectance measurement.***All interested offerors shall provide a quote for the following line item: Line Item 0001: The Contractor shall furnish one (1) 10 inch diameter integrating sphere for ultra-violet-visible-near-infrared hemispherical-directional reflectance measurement. The sphere shall meet or exceed the following requirements and specifications: 1. The Integrating Sphere shall have an interior diameter of 254 mm; 2. The sphere shall have two (2) ports: one (1) an exit port of elliptical shape with a major axis diameter of 65 mm and minor axis diameter of 50 mm, two (2) a source and sample assembly rectangular port - with semicircular ends - 63.5 mm x 114.3 mm in size located directly opposite ("180 degrees) the exit port the long axis of the rectangular port shall be aligned with the long axis of the exit port; 3. The outer shell of the sphere shall be manufactured with flat surfaces thick and strong enough to allow mounting of other hardware including: apertures on the exit port, sample-source-reference assembly on the rectangular port (weighing up to 8 lbs, and mounting plate for mounting sphere onto holder-translator on the "bottom" of the sphere). The outer sphere surface shall have threaded holes around the entrance port and rectangular assembly port for mounting the additional NIST hardware. The rectangular port shall be machined to precise tolerance (+-0.001 inches) and the dimensions provided to NIST. Also, the mounting region and hole locations on the outside of the sphere need to be precisely defined and machined in a similar manner. This shall allow NIST to construct its assembly and fit it to the sphere without significant gaps or steps in the completely assembled sphere; 4. NIST will produce the sample-source-reference assembly and provide it to the vendor for coating with a high reflecting diffuser to match as closely as possible the properties of the main sphere coating.; 5. The interior of the sphere shall have an appropriately thick high reflectance diffuse coating for operation in the 250 nm to 2500 nm spectral region. This coating shall have reflectance of at least 0.95 over the entire region and reflectance of at least 0.985 from 400 nm to 1800 nm. The coating shall be rigid such and not in powder from, nor be subject to crumbling or flaking off with time (sintered powder is acceptable); 6. The interior surface of the sphere shall be spherical in shape with radius variation of no more than 0.5 mm; 7.The exit port does not need to be a "knife edge"' but shall be tapered away from the port by approximately 30 degrees; 8. The vendor shall provide detailed drawings of the sphere for final approval by NIST prior to its construction. ***The Contractor shall state the warranty coverage provided for line item 0001. ***Delivery shall be FOB DESTINATION and shall be completed no later than 90 days after receipt of order. ***The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all line items to NIST, Building 301, Shipping and Receiving, Gaithersburg, MD 20899-0001.***Award shall be made to the offeror whose quote offers the best value to the Government, technical, past performance & price considered. The Government will evaluate information based on the following evaluation criteria: 1) Technical Capability factor "Meeting or Exceeding the Requirement," 2) Past Performance and 3) Price. Technical capability and past performance shall be more important than price. Evaluation of Technical Capability will be based on the information provided in the quotation and sample analysis of three (3) 1 inch diameter witness samples of the sphere wall material as well as three (3) samples with the coating used for the rectangular port assembly shall be supplied for analysis; NIST will use these samples to perform spectral reflectance test to verify material meets NIST's reflectance specifications as defined in specification number 5 . Past Performance will be evaluated to determine the overall quality of the product & service provided by the Contractor. Evaluation of Past Performance shall be based on the references provided and/or the offerors recent and relevant procurement history with NIST or its' affiliates.***The following provisions apply to this acquisition: 52.212-1 Instructions to Offerors-Commercial Items; and 52.212-3 Offeror Representations and Certifications-Commercial Items. ***The following clauses apply to this acquisition: 52.212-4 Contract Terms and Conditions-Commercial Items; 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items including subparagraphs: (11) 52.222-21, Prohibition of Segregated Facilities; (12) 52-222-26, Equal Opportunity; (14) 52.222-36, Affirmative Action for Workers with Disabilities; (16) 52.222-19 Child Labor - Cooperation With Authorities And Remedies; (18) 52.225-1, Buy American Act - Supplies; (21) 52.225-13 Restriction on Certain Foreign Purchases and (24) 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration. It can be downloaded at www.nist.gov/admin/od/contract/agency.htm. *** All offerors shall submit the following: 1) An original and one (1) copy of a quotation which addresses Line Item 0001; 2) Two (2) Originals of the Technical description and/or product literature; 3) Description of commercial warranty; 4) Two (2) copies of the most recent published price list(s); 5) Three (3) 1 inch diameter witness samples of the sphere wall material as well as three (3) samples with the coating used for the rectangular port assembly shall be supplied for analysis; 6) A list of three (3) contracts/purchase orders completed during the past three years for similar requirements with the following information: Name of contracting activity, contract number, contract type, total contract value, contracting office and telephone number, and program manager and telephone number and 7) A completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items which may be downloaded at www.arnet.gov/far ***All quotes shall be sent to the National Institute of Standards and Technology, Acquisition and Logistics Division, Attn: Joni L.
