- Description
- The National Institute of Standards and Technology (NIST) plans to issue an order on a sole source basis to Thomas E. Gills, Silver Spring, MD 20904, under the authority of FAR 13.106-1 (b) using Simplified Acquisition Procedures. The purpose and objective of this requirement is to coordinate the development of a Technology Services 3-year progress plan along with pilot programs that would be proactive in improving the attraction, development, advancement and the environment of women and minorities in the Technology Services workplace environment. Task 1. Plan and host1/2 day internal information workshop for exploratory discussions on mechanisms that seek to strengthen NIST efforts toward strategically managing diversity by creating systems and processes that allow every worker to make a meaningful contribution to the NIST mission. Task 2. Conduct site visits of organizations that have been recognized for their performance and achievements in managing diversity. Task 3. Convene an awareness summit of key administrators and department heads of science and technology departments at selected colleges and universities in the area. Develop relationships/partnerships with selected areas HBCUs/MSIs that will foster educational and learning opportunities that meet the needs of the HBCUs/MSIs and strategic outreach goals of TS. Task 4. Host customer-driven ? day discussion/workshop with representatives from selected area HBCUs/MSIs to develop strategies, mechanisms, and opportunities for using NIST/TS outputs to enhance the science and technology curriculum and/or course of study. Task 5. Actively involve TS with internal and external networks that seek to strengthen minorities and women professionals in science and technology. Task 6. Assist in efforts to expand the design of the TS web site to include links that would address openness, reflection, and resources related to career development of minorities and women. Create of new opportunities and experiences designed to increase visibility and enhance the reputation of women and minorities. Task 7. Set aside funds for new opportunities and experiences designed to increase the experiences, visibility, and enhance the career reputation of minorities and women. Provide funds for minority and women speakers on issues related to challenges for minorities and women in the workplace environment and what steps can be taken to help them thrive. Task 8. Develop the criteria for a competitive TS award (given annually) to the TS organizational operational units that have successfully diversified their staff composition and implemented a workplace environment of fairness and openness as judged by the staff. Task 9. Implement an effective TS mentoring program based on successful models of other organizations. Mr. Gills is unique in having 39 years of experience at NIST and is an acknowledged well-respected leader as demonstrated by his publications, talks and previous management experience. Mr. Gills is personally familiar with the major groups and can survey their activities accurately without extensive investment. Mr. Gills also has experience to sort through the different claims of comparability without requiring substantial government investment. The period of performance will be six months from the award of the contract. The anticipated award date of the order is on or about 10 days from the date of this notice. This notice of intent is not a request for competitive quotations. Interested persons may identify their intent and capability to respond to the requirement no later than the response date above. A determination by the Government not to compete this proposed contract based upon responses to the notice is solely within the discretion of the Government.
