Description

The DOC, NOAA, National Ocean Service Hollings Marine Laboratory at Charleston, SC proposes to install Johnson Controls digital controls to control and monitor the emergency switch-over equipment to ensure the lab exhaust fans and air handlers will stay online during a power outage. Johnson Controls, Inc. is the original installer of the existing building system and they are the warranty holder for all the METASYS control systems in the building. Johnson Controls METASYS is a proprietary direct digital control system for automated building controls and preventive maintenance. Any other system would result in redundant features, additional materials, and loss of function and efficiency. There is no compatible system to the METASYS. Only Johnson Controls, Inc. has the proprietary data, factory training, and company support to provide calibration, maintenance, troubleshooting, modification, and updating of the METASYS control system. The government will contract directly with Johnson Controls, Inc., North Charleston, SC in accordance with Federal Acquisition Regulations 6.302-1 for non-competitive acquisitions. The government knows of no other firm that can satisfy this requirement. NAICS code 334512.
