- This procurement is for the continued development of hydroacoustic software codes for the detection of nuclear / seismic explosions. This is a notice of intent to proceed on a sole source basis. No solicitation is available. The mission of the Nuclear Explosion Monitoring Research and Engineering (NEM R&E) Program is to ?develop, demonstrate, and deliver advanced technologies and systems to operational monitoring agencies to fulfill US monitoring requirements and policies for detecting and characterizing nuclear explosions.? BBN Technologies of 1300 North 17th Street, Suite 1200, Arlington, VA, is the only capable source that can perform the work described in this synopsis. BBN Technologies developed the model that is currently being used to analyze the hydroacoustic data in the NEM R&E Program. Since the model and associated software is proprietary technology, BBN Technologies is the only company that has the ability to perform the work described. Sources believing themselves capable of performing this work must provide a state of capability to the contract specialist by June 27, 2002, 3:00 PM PDT. Description of Requirement: A current challenge of the NEM R&E Program is to formalize accurate event location and identification methods using hydroacoustic data from hydroacoustic installations at various locations around the globe. The intended technological solution to this challenge is the use of DOE NNSA Knowledge Base location grids of bathymetry incorporating signal reflection and blockages. For this purpose, a hydroacoustic analysis model and software tool has been developed. This tool needs to be refined and upgraded incorporating newly available data. Tasks and requirements include: 1) integration of high-resolution bathymetry data from various locations into the model; 2) integration of hydroacoustic observations and predictions for blockage calculations at various locations; 3) software support; and 4) program management and reporting. The North American Industry Classification System (NAICS) is 541511, Computer Software Programming Services, Custom, and the Standard Industrial Classification (SIC) is 7371. The anticipated contract will be for five years.
