Description
It is the intent of the National Library of Medicine (NLM) to procure professional conservation services on a sole source basis with Northeast Document Conservation Center (NEDCC), Andover, MA. The contractor will perform hand conservation work for early printed books, manuscripts, and graphic materials on paper. The contractor will be required to perform paper repair and cleaning, deacidification, resewing, rebinding, repair of original binding, and construction of boxes for the protection of volumes. NLM requires services of a contractor capable of carrying out both advanced conservation treatments and high quality microfilming of fragile and valuable rare books at the same facility. The facility must be able to coordinate conservation treatment and microfilming on volumes that require both, so that partial conservation treatment may be carried out prior to filming and completed after filming, allowing the volume to be filmed in a disbound state. The contractor must demonstrated training, experience, and facilities for complex hand conservation treatments are required. The contractor is also required to perform microfilming of rare books at the same facility as the conservation services. NEDCC has been performing this work for NLM for 20 years with an excellent record of precise adherence to NLM requirements. NLM would like to continue services with NEDCC because the combination of services, the proper handling of rare books and expertise is invaluable to NLM. NEDCC has the facilities, the staff, and the experience to carry out these functions and it currently provides microfilming services for NLM's rare books and manuscripts. The period of performance is anticipated for a period of twelve (12) months with options for three (3) successive one-year periods. The proposed acquisition will be procured under FAR Part 12 - Acquisition of Commercial Items. This is not a Request for Quotation (RFQ), nor is an RFQ available, however, all responsive sources may submit a proposal in a timely manner which will be considered by NLM. Firms interested in responding to the notice must be able to provide the services as specified above. Responses must be in writing and must be received in the office within fifteen (15) calendar days from the publication date of this notice. Proposal must include pricing information and staffing criteria.
