- Description
- The Administration for Children and Families (ACF), through the Program Support Center (PSC) Division of Acquisition Management is soliciting proposals from eligible small business concerns that possess the research and development (R&D) expertise to conduct innovative research for the following topics: (1) To Develop a research-based domestic violence curriculum and training program for head start family workers (ACYF-01-02); (2) Developing innovative models or strategies for improving the head start transportation services, including effective child safety restraint systems (ACYF-02-02); (3) Developing an effective research-based training package and appropriate educational curricula for current and future frontline TANF staff at state and local levels to ensure enhanced outcomes for dependent families with developmentally disabled individuals (ADD-01-02); and (4) Perceptions of child support programs by minority groups, their significance and policy implications (OCSE-01-02). The SBIR program was established in 1982 by the Small Business Innovation Development Act, (P.L. 97-219) to ensure that small businesses receive a greater share of federal research and development awards. Under P.L. 102-564, Congress reauthorized the SBIR program through 30 September 2008. The purposes of the Act are to: (a) expand and improve the SBIR program; (b) emphasize increased private sector commercialization of technology developed through federal R&D; (c) increase small business participation in federal R&D; and (d) foster and encourage participation of socially and economically disadvantaged small business concerns and women-owned small business concerns in the SBIR program. For purposes of the SBIR program, a small business concern is any business concern that, on the date of award, (1) is organized for profit, with a place of business located in the United States, which operates primarily within the United States or which makes a significant contribution to the United States economy through payment of taxes or use of American products, materials or labor; (2) is in the legal form of an individual proprietorship, partnership, limited liability company, corporation, joint venture, association, trust or cooperative, except that where the form is a joint venture there can be no more than 49 percent participation by foreign business entities in the joint venture; (3) is at least 51 percent owned and controlled by one or more individuals who are citizens of, or permanent resident aliens in, the United States; and (4) has, including its affiliates, no more than 500 employees. In accordance with FAR 5.102(a)(1), availability of the SBIR Phase I solicitation will be limited to the electronic medium on or about 15 days from the date of this publication. The address for downloading the solicitation from the Internet is http://www.fedbizopps.gov. The site contains downloading instructions. Notification of any changes to this solicitation (amendments) shall be made only on the Internet. Interested parties are responsible for monitoring the site to assure that they have the most up to date information. Paper copies of the solicitation and associated amendments will not be distributed. The anticipated release date for the Request for Proposal (RFP) is approximately 15 days from the date of publication of this notice.
