- Description
- The Federal Bureau of Prisons (FBOP), Southeast Regional Office, intends to negotiate a multiple award Indefinite Delivery/Indefinite Quantity contract for Architect/Engineer Support Services (A/ESS). This contract will provide support to the Southeast Regional Facilities Department in efforts to plan, design, construct, renovate and maintain FBOP facilities within the following locations, but not limited to: Georgia, Alabama, Florida, Mississippi, South Carolina and Puerto Rico. The firms selected will be required to provide a scope of work that consists of full design services, construction documents, specifications, construction cost estimates, historic preservation studies, technical reports, related design and documentation services (HABS), physical plant and infrastructure surveys, master planning, feasibility studies, preliminary engineering reports, engineering studies, value engineering, life cycle cost analysis, and other miscellaneous services for Federal correctional institutions within the Southeast Region of the United States, as well as, for select Federal Bureau of Prisons (FBOP) Regional programs and projects. Professional disciplines required will include but not limited to; architectural, mechanic, electrical, plumbing, structural, civil, fire-protection and environmental engineering. Services will be provided for FBOP personnel located in the Atlanta, Georgia, Regional Office and consideration will be limited to A/E firms within a 25 mile radius of the Atlanta International Airport. Select design projects may range in construction value from $10,000.00 to approximately $25,000,000.00. A-E firms must meet these requirements to be considered for the work: 1. Respond to this synopsis; 2. Provide five (5) copies of Standard Form 254 and Standard Form 255, dated in 2002; 3. Have architectural and multi-discipline engineering services in-house; 4. Have registered professionals that will stamp all work required. Show evidence of experience in the following experience profile codes: 021, 043, 047, 079, 080, 084, 089, and 112. A multiple award indefinite quantity contract is anticipated with an estimated start date of October 1, 2002, and a base year completion date of September 30, 2003, with four (4) one-year option periods. A maximum of three (3) contracts will be awarded. Each contract will have a guaranteed minimum of $30,000.00 per year with a maximum of $3,000,000.00 per year. Specific requirements will be accomplished through individual task orders. Firms responding to this synopsis should include appropriate information regarding any consultants or associates to be used and should include the solicitation number with their submitted Standard Forms 254 and 255 and accompanying letter of transmittal. All employees of the awarded firms which will be utilized to perform site visits to Federal institutions will require security clearances before access to sites. The Government reserves the right to approve or disapprove any and all consultants, subcontractors, or subconsultants. Firms will be selected in accordance with FAR 36.602-1 Selection criteria. The technical evaluation criteria are, in order of importance, (1) Specialized experience and technical competence in the type of work required, including, where appropriate, experience in energy conservation, pollution prevention, waste reduction and the use of recovered materials - as may be demonstrated by the following: a. experience in Federal long range master planning, b. experience in Federal physical plant and infrastructure surveys, c. experience in Prisons and Correctional Facilities, d. experience in Federal historic preservation studies, documentation, renovation and rehabilitation design, e. experience in design of Federal renovation, rehabilitation, and repair projects, and f. experience in design of new Federal construction projects; (2) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules; (3) Capacity to accomplish the work in the required time - as may be demonstrated by the following: a. documented successful experience in meeting established project schedules, b. the firm's ability and experience with computer assisted design and engineering, c. the firm's capacity and ability to successfully manage subcontractors and consultants, and d. discussion of the firm's current workload; (4) Acceptability under other appropriate evaluation criteria as required by the FBOP. Other evaluation criteria include the following: a. acceptability of the established team of key personnel of licensed or otherwise certified professionals that shall remain intact for performing long range master planning efforts for the duration of this contract, b. the firm's ability to provide master planning documentation and analyses consistent with established formats, c. experience performing sustainable design, and d. experience performing/managing effective quality control programs. Previous experience of the established long range master plan team members working together as a team performing master planning efforts is highly desirable; (5) Professional qualifications necessary for satisfactory performance of required services - as may be demonstrated to support Facilities Programs for Life Safety, Environmental Issues, Design Compliance, Energy Management, Accessibility, Historic Preservation, and Long Range Master Planning; and (6) Location in the general geographical area of Atlanta, Georgia and within a 25 miles radius of the Atlanta International Airport, provided, that application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the project - as may be demonstrated by referenced project work experience nationwide. Design competition requirements do not apply to this procurement. It is the intention of the evaluation board to hold discussions with at least three of the most highly qualified firms. Submissions must be sent to the address shown no later than July 16, 2002. This notice is intended to provide sufficient information for preparation of the Standard Form 245 & 255. All firms that respond must submit their Standard Form 254 & 255 based on information contained in this notice and may contact the Contracting Office at (678)686-1414 if additional information is needed.
