Description
The Federal Aviation Administration (FAA), Mike Monroney Aeronautical Center (MMAC), is announcing its plans for the acquisition of logistics support services for the Oklahoma City Logistics Center (FAALC), Business Systems Group. The contractor shall provide the personnel, materials, resources, and associated management services necessary to perform the work as defined in the Statement of Work (SOW). The contractor shall provide quality technical, engineering, analytical, planning, financial, and administrative support to the FAA Logistics Center Business Systems Group. The contractor shall furnish and make available all personnel, supplies, equipment, materials, data, facilities, and services necessary to assist the Business Systems Group in accomplishing its mission. As directed by the FAA, the contractor may also be required to interface with other contractors, equipment manufacturers, and various FAA and U.S. Government organizations. The objective of this task is to continue development, implementation, and operation of systems to provide enhanced support planning for future NAS subsystems, to provide for development, analysis, and reporting of logistics process cost data necessary for financial management of the logistics system, and to assist in developing information systems functions supporting accounting and financial management processes. The contract will be for a 1-year base period with four 1-year option periods to be exercised at the sole discretion of the Government. The agreement will be a time-and-material/requirements type of contract, with firm-fixed unit prices and labor-hour provisions. Skill categories include three full-time equivalents as follows: Senior Logistics Engineer, Systems Accountant, and Financial Analyst. The Government estimates the base year at $257,728, with a total 5-year estimated cost of $1,395,938. This acquisition is set-aside exclusively for competition limited to Socially and Economically Disadvantaged Businesses (SEDBs), that are expressly certified by the Oklahoma Small Business Administration (SBA) District Office, for participation in the SBA?s 8(a) program at the time of release of this public announcement. Only those 8(a) firms that are certified, under the Oklahoma SBA District Office, will be allowed to participate in this requirement. To be considered, the vendor must be classified as a small business under the North American Industry Classification System (NAICS) code 541990, All Other Professional, Scientific, and Technical Services, which has a small business size standard of $6 million. In addition, the vendor must be currently or in the past five years, have had satisfactorily performed under a contract with the same or similar scope of services. The FAA reserves the right to review and verify each firm's program eligibility. This Notice is for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization, has a program to assist small businesses, small businesses owned and controlled by a socially and economically disadvantaged individuals, and women-owned concerns to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000. This acquisition will use streamlined acquisition procedures employing best practices for competitive negotiated procurements as authorized by the Federal Aviation Administration Acquisition Management System (AMS) of 1997. Offers will be evaluated and c! ontract award made on the basis of the responsible offeror submitting the lowest total offer, for all items, and whose proposal meets the Government's minimum requirements as specified in the Screening Information Request and the documents referred to therein. This acquisition contemplates a phased approach. This, the initial phase, involves the announcement of the requirement in order to permit companies that are certified, under the 8(a) program with the Oklahoma SBA District Office, and who are currently or have previously satisfactorily performed under a contract with the same or similar scope of services, an opportunity to express an interest in this requirement. Only those firms responding to this announcement will be allowed to participate in the next phase. The FAA reserves the right to add incumbent contractors and/or other sources which meet the specified criteria. The remaining phase(s) of the downselect process will be identified in future communications with those firms that successfully respond to this public announcement. Interested firms who can comply with and meet the requirements addressed in this announcement should respond by June 14, 2002, in writing, with required documentation as follows: 1) Provide a copy of your Oklahoma SBA 8(a) certification letter claiming 8(a) status, with your response to this announcement, as evidence of eligibility. 2) Identify at least one, current or past (within the last five years) contract, with the same or similar scope of services, under which your firm satisfactorily performed. 3) Complete and submit a FAA Business Declaration form with your response to this announcement. The form is provided as a separate document under this announcement. The FAA reserves the right to no longer consider on this acquisition, firms which fail to respond, firms which respond incompletely, or firms which respond with any information found to be verifiably false.
