- The purpose of this amendment is to incorporate the following changes: SERVICES NON-PERSONAL: Furnish all labor, materials and transportation cost to perform the Design Services. Period of Performance from 1 July 02 ? 31 October 03 (15 months of service). Award from this solicitation is anticipated to be a firm fixed unit cost for an estimated 360 hours total over the 15-month period. COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEM (S) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. IMPORTANT NOTICE: FAR 52-232-33 (Payment by Electronic Funds Transfer --Central Contractor Registration ?May 1999) and DFARS 252.204-7004 (Required Central Contractor Registration - Nov 2001) require registration in the CCR database. CONTRACTORS MAY REGISTER ON-LINE AT HTTP://WWW.CCR2000.COM/. IT'S MANDATORY TO OBTAIN A DUNS NUMBER PRIOR TO REGISTERING. CALL DUN & BRADSTREET (1-800-333-0505) TO OBTAIN. AWARD CANNOT BE MADE UNLESS REGISTERED. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation No. F08650-02-T-0157 is issued as a Request for Proposal. The solicitation document and incorporated provisions and clauses are those in effect thru Federal Acquisition Circular 2001-07 and thru Defense Acquisition Regulation Supplement DCN 20020426. This procurement is set aside for all responsible small businesses. The NAICS Code and business size standard is 337214/2522. The government intends to award a Firm Fixed Price Contract under Simplified Acquisition Procedures (SAP) using full and open competition. 45 CONS, Patrick AFB, FL, has a requirement for Professional Design Services for a new campus building. The purpose of this synopsis/solicitation is to provide professional interior design services relating to the new DEOMI facility during the design/build planning phase, construction and move-in phases as needed. These services are to be provided on an hourly bases only when requested by DEOMI and will vary as the project develops. It will include reviewing, coordinating and assisting with: architectural documents, drawings and specifications, evaluation of proposed finishes and building materials to assist DEOMI in determining if the products meet the requirements; furnishing specifications, as needed, furnishing purchasing (guidance); coordinating project changes. The contractor shall provide an interior designer that is NCIDQ certified, with over fifteen years recent experience working on government projects. The contractor must have extensive experience on the integration of audiovisual/electrical cabling into the systems furniture. Note: Unit of issue is equal to 3 months. Estimating starting date the first week of July. The following provisions and clauses apply to this acquisition: FAR 52.212-1 Instructions to Offerors--Commercial Items Alt I and III (Oct 2000) is hereby included by reference. FAR provision 52.212-3 Offeror Representations and Certifications - Commercial Items (May 2002) shall be completed and submitted with the proposal. FAR clauses 52.212-4 Contract Terms and Conditions--Commercial Items (Feb 2002). FAR clause 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items (May 2002) hereby applies to this acquisition. In accordance with FAR clause 52.212-5, the following clauses are incorporated by reference: 52.219-6 Total Small Business Set Aside; 52.222-21 Prohibition of Segregated Facilities 52.222-26; Equal Opportunity, 52.222-35; Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era; 52.222-19; Child Labor- Cooperation with Authorities and Remedies (Dec 2001); 52.232-33 Payment by Electronic Funds Transfer/Central Contractor Registration (May 1999). The following DFARS clauses are incorporated by reference: 252.212-7000 Offeror Representations and Certifications Commercial Items (Nov 1995); 252.212-7001 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items (Apr 2002). In accordance with 252.212-7001, the following clauses are incorporated by reference: 252.225-7001 Buy American Act and Balance of Payments Program; 252.225-7012 Preference for Certain Domestic Commodities. The government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation will be most advantageous to the government; price and other factors considered. The following factors shall be used to evaluate offers: (i) past performance, (ii) conformance with specifications as indicated, and (iii) price. All contractors must include a list of references and contacts for same or similar type projects. Provide any information currently available, which demonstrates customer satisfaction with overall job performance and quality of completed arrangement for the same or similar projects.
