Description
This acquisition is set-aside for HUBZone Small Business Concerns ONLY. The acquisition is for a project consisting of, but not limited to, repairing asphaltic cement concrete shoulder areas of Taxiway "H" from Taxiway "J" to the Main Runway. The scope of work includes, but is not limited to, removing approximately 13,175 sy of asphaltic cement concrete (ACC), reconditioning the base course, replacing an equal amount of ACC, reseeding affected grassy areas, as well as painting airfield markings that are disturbed by these repair activities. The solicitation will be issued on or about 8 Jul 02. The closing date and time for submission of offers will be contained in the solicitation package. The Government will award a contract resulting from the solicitation to the responsible HUBZone offeror whose offer conforms to the solicitation requirements and provides the best value to the Government considering Price and Past Performance. Work hours are Monday through Friday, 7:30 a.m. to 4:30 p.m., excluding federal holidays. Liquidated damages shall apply to this contract. Government furnished materials are not included. The entire solicitation, including the specifications and drawings will be made available only on the Electronic Posting System (EPS) website at http://www.eps.gov. Potential offerors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information, and for downloading their own copy of the solicitation package. This acquisition will be processed through competitive negotiations procedures utilizing best value in terms of price versus past performance trade-off procedures. The construction magnitude is between $250,000 and $500,000. The applicable North American Industry Classification Systems Code is 234110. The small business size standard is $28.5 million. Electronic proposals via fax or e-mail will not be considered. Funding for this project is not available at this time. When funding does become available, all responsible proposals, shall be considered. The Government reserves the right to cancel this solicitation either before or after the closing date.
