Description

NA This is an UNRESTRICTED procurement; all responsible sources may submit an offer. The project consists of approximate 1,400 feet of concrete trapezoidal channel tying into the existing Reach 3A channel, a series of 18 excavated sediment basins and drop str uctures extending 12,350 feet upstream with soil cement bank protection on both sides, 6,810 feet of low flow channel, maintenance road, access ramps, environmental corridor, and mitigation. The North American Industry Classification System (NAICS) code i s 234990, All Other Heavy Construction, Except Dredging and Surface Cleanup Activities, $28.5 M average annual gross revenue for the last three (3) fiscal years. Estimated cost range of the project is between $25,000,000 and $100,000,000. The Government intends to issue this solicitation through the use of the Internet. Amendments to this solicitation will be issued as Internet only. No additional media (Compact Disks, Floppy Disks, Faxes or paper) will be provided unless the Government determines that it is necessary. It is therefore the contractor?s responsibility to check the following address daily for any posted changes to this solicitation. Contractors may view and/or download this solicitation and all amendments from the Internet after Solicitat ion issuance at the following Internet address: http://ebs.spl.usace.army.mil. All bidders are required to check the Los Angeles District Contracting Division website daily to be notified of any changes to this solicitation. All contractors are encourage d to visit the Army?s Single Face to Industry website at http://acquisition.army.mil/default.htm to view other business opportunities across the Army. Bidders must be registered with the Central Contractor Registration (CCR), in order to receive a Governm ent Contract award. To register, the CCR Internet address is: https://www.ccr.dlsc.dla.mil/ccr/scripts/ccradd.asp. Any prospective bidder interested in bidding on this solicitation must register to be placed on the plan holders? list. If you are not reg istered, the United States Government is not responsible for providing you with notification of any changes to this solicitation. Bidders shall register themselves on the Internet. Each bidder, after registering for this solicitation should verify his or her name appears on the Plan holders List for this project. Plans and Specs will be available on or about XX XXX, 2002. Sub-contracting plans are required for all construction contracts awarded to a large business when the award amount exceeds $1,000,00 0.00. If the successful bidder is a large business, they will be required to submit a sub-contracting plan upon request. The Los Angeles District subcontracting goals are specific percentages of the contractor?s total planned subcontract amount. The goa ls are as follows: 62% with small business, 10% with small disadvantaged business, 5% with woman owned small business, 3% with Veteran owned small business and 2.5% with hub zone small business. All interested contractors are reminded that the successful contractor will be expected to place subcontracts to the maximum practicable extent with small and disadvantaged firms in accordance with the provisions of Public Law 95-507.
