Description
NA On or about 25 June 2002, this office will issue Request for Proposals for the construction of Construct Hydrant Fueling System, Minot AFB, North Dakota. Proposals will be received on or about 8 August 2002. This solicitation is unrestricted and open to b oth large and small business participation. A site visit and pre-proposal conference will be held at the Corps of Engineer?s Resident Office located at the Civil Engineering Squadron Building, 320 Peacekeeper Place, Minot AFB, North Dakota on 18 July 2002 from 8:00 a.m. to 11:30 a.m. The project sit e visit is scheduled directly following the pre-proposal conference. The remainder of the morning will be to address questions regarding the project/site. To register attendance at the pre-proposal conference/site inspection, contact the Minot Project En gineer, U.S. Army Corps of Engineers, c/o Base Post Office, Minot AFB, ND 58704 for mail and 209 Tanker Trail, Minot AFB, North Dakota 58705 for site inspection, Telephone: 701-727-6127 and FAX 701-727-6128, before the date of the pre-proposal conference/s ite inspection. Anyone interested in attending the site visit and pre-proposal conference are required to fax their name, address, social security number and driver?s license (number and state of issue) on the Contractor?s Letterhead to the Resident Engin eer no later than 10:00 a.m. 15 July 2002. Only registered attendees will be permitted access. Registered attendees with valid driver?s license and picture identification will be permitted to enter at the Magic City Gate and need to arrive between 7:00 and 8:00 a.m. Vehicles and attendees are subject to search. Attendees are required to report to the Visitor Center. Privately owned vehicles are required to have proof of insurance and current registration. DO NOT submit requests for plans and specifications to the site visit personnel listed above. See Ordering below. The work will include the following: (Approx. quantities) Summary: The project will provide a new 2400 GPM hydrant fueling system and connect to 17 new hydrant pits. The system will include: new Hydrant Fuel pits; a new Hydrant Fuel Pump house and Control Room; two (2) 10,000-BBL capacity operating storage tank s with concrete containment berms and basins; potable water, wastewater collection; distribution piping to fueling pits, hydrant hose truck checkout pad; two (2) new truck fill stands; extension of a fuel transfer line to the new pump house; 15 GPM lift st ation; fire alarm system; emergency shutoff switches; backup diesel generator with a building, and two (2) new transfer pumps and filter-separators in the existing transfer pump house. New Hydrant Fuel Pump House and Control Room: The one story 50?-0? x 75'-0? Hydrant Fuel Pump house is a pre-engineered structure pump house covered with insulated metal wall panels and steel roofing. This facility will include a pump room, control room, toilet and 1 ton capacity hand chain driven underhung bridge crane. The control room within the pump house is a 14?x42? masonry structure. New Generator Building: The Generator building consist of a 16?-0? x 32?-0? self-framing pre-engineered building and will house both a generator and boiler room. Siding for these buildings will be pre-finished metal with roofing consisting of steel roofin g. Site Work includes: two (2) bus type shelters; 1600 lineal feet (LF) FE6-TR-84 chain-link fence; bituminous access drives with concrete curb and gutter to hose concrete checkout pad and pump house; concrete sidewalks; removal and replacement of airfield pa vement; removal of existing refueling outlets; 760 lineal feet new storm drain lines; 100 LF culvert; 990 LF 8 inch water line; 220 LF 2 inch water line; 230 LF 1 1/2 inch force main; 470 LF 8 inch sewer line; 120 LF 4 inch sewer line; 8200 LF 12 inch JP fuel line; 1140 LF of the following: 8-inch JP transfer line, 12-inch JP fuel return and 12-inch JP Fuel supply lines; cathodic prot ection system (impressed current) for buried metallic hydrant fuel lines, on the bottoms of the above ground storage tanks, and for buried metallic tanks. Proposal Evaluation: Award of project will be based technically acceptable and lowest price offer. The estimated construction cost of this project is between $10,000,000 and $15,000,000. Contractor's Quality Control will be a requirement in this contract. Large business concerns submitting offers for services exceeding $500,000 or for construction exceeding $1,000,000, shall comply with Federal Acquisition Regulation 52.219-9 regarding the requirement for a subcontracting plan. The U.S. Army Corps of Engin eers considers the following goals reasonable and achievable for fiscal year 2002: (a) Small Business: 61.4% of planned subcontracting dollars. (b) Small Disadvantaged Business: 9.1% of planned subcontracting dollars*. (c) Women Owned Small Business: 5.0% of planned subcontracting dollars*. (d) Service-Disabled Veterans: 3.0% of planned subcontracting dollars*. (e) Hubzones: 2.5% of planned subcontracting dollars*. *- Small business concerns owned and controlled by. The Contractor will be required to commence work within 10 days after notice to proceed and complete the work 730 calendar days after receipt of Notice to Proceed. Provisions will be included for liquidated damages in case of failure to complete the work in the time allowed. Performance and payment bonds will be required. The plans and specifications are available on Compact Disk (CD-ROM) and will be provided free of charge. It has been determined that the number of Compact Disks be limited to one (1) per firm. Plans and Specifications will not be provided in a printed hard copy format.
