Description
The Regional Services Contract will be a performance-based multi-function regional service and management support contract for Resident Officer in Charge of Construction, Pearl Harbor, on Oahu, Hawaii. The work includes, but is not limited to, providing service support in the following key functional areas: (a) Custodial; (b) Transportation; (c) Solid Waste Management and Disposal (including hazardous material); (d) Air Conditioning Maintenance and Repair; (e) General Building Maintenance and Repair; (f) Specialized Equipment Maintenance and other related real property and facilities services at various federal installations on Oahu, Hawaii. This work also includes work reception, routine and emergency service calls, and indefinite quantity and collateral work. Indefinite quantity work involves maintenance, repair, and alteration work not covered by routine services. The NAICS Code for this procurement is 561210 and the annual size standard is $23.0 Million. The estimated cost of this project is between $12,000,000 to $17,000,000 per year. The contract term will be a base period of six months plus six option years. The total term of the contract, including all options, will not exceed 78 months. If the Government does not award a follow-on contract in time, the Government may require the Contractor to continue performance for an additional period up to six months under the Option to Extend Services clause. In either case, the Government will not synopsize the options when exercised. This contract will replace numerous contracts for similar services awarded since 1997. We will include information about the current contracts and the incumbent contractors (e.g., value of last option exercised, firm name, address, etc.) with the solicitation package. We do not require requests under the Freedom of Information Act for this information. On or about June 20, 2002, you may view and/or download a draft performance work statement and source selection evaluation requirements at http://esol.navfac.navy.mil/. The intent of this document is to solicit input, from the industry standpoint, as to whether the requirements are understandable, logical, and achievable. Since this contract will be performance-based, please pay particular attention to the performance standards provided. We strongly encourage you to review the draft document and provide your feedback. This will benefit both industry and Government because it will resolve issues prior to issuance of the solicitation, thereby reducing the procurement lead time. Offerors can view and/or download the solicitation at http://esol.navfac.navy.mil/ when it becomes available. The proposed contract listed here is 100 percent small business set-aside. The Government will only accept offers from small business concerns. The solicitation utilizes source selection procedures, which require offerors to submit a technical and price proposal for evaluation by the Government. Preparation of offers will require use of TF!/SeeSOR software. If sufficient interest is shown, ASC Group, Inc. will provide for a fee, a three day training course in Honolulu on utilizing the TF! software for proposal preparation.
