Description
The Naval Sea Systems Command (NAVSEA) plans to conduct a full and open competition to satisfy its requirement for professional, technical and management services in support of the Pacific Missile Range Facility (PMRF). PMRF, Barking Sands, on the island of Kauai, Hawaii, is providing support for several Service Test and Evaluation (T&E) and U.S. Navy Training Programs. In addition, PMRF has been designated the primary test site for the Missile Defense Agency (MDA) Sea-Based Midcourse Defense (SMD) and Theater High Altitude Area Defense (THAAD) Programs. This procurement will require specific support for environmental documentation, Universal Documentation System (UDS), coordination of range and system requirements with other ranges and facilities, development of range support, communication and range safety systems, procurement of selected equipment, and coordinating MDA progr am tests. This requirement encompasses engineering, logistics, and technical support services at the PMRF, Barking Sands, including program management support, coordinating installation and testing of systems, providing initial or upgraded system technical and procedural documentation; conducting research and preparing UDS documentation; and preparing planning documents incorporating those elements required at the Pacific Missile Range Facility. Tasks include conducting site surveys and preparing related reports, providing recommendations for utilization and placement of system assets and equipment; support coordination of range and system requirements in the Hawaiian area; support coordinating US Navy, MDA and other T&E program tests, including subsurface, surface and air-launched weapons systems and Unmanned Aerial Vehicles (UAVs). In addition, providing Program Management s upport that involves conducting liaison with other agencies. This effort consists of support services at government and non-government facilities. The primary support location will be the PMRF and related sites that may include: Wake Island, Johnston Island, Midway Island, Reagan Test Site (Kwajalien Missile Range), Kodiak Island, AK, White Sands Missile Range, NM, Naval Base Ventura California, CA, Space and Missile Systems Center, Albuquerque, NM and Vandenberg AFB, CA. Some efforts may require personnel to have access to Communications Security (COMSEC) related joint DOD and other government agency weapons system information at the TOP SECRET level. Specific terms and conditions will be published in the RFP. NAVSEA anticipates that the RFP will be available for download on or about 26 June 2002.
