Description
The Fleet and Industrial Supply Center (FISC) Norfolk, Detachment, Philadelphia intends to acquire on a 100% Small Business Set Aside Basis, Civilian Employee Assistance Program Services for covered activities in the Mechanicsburg, PA commuting area. The North American Industry Classification System (NAICS) Code is 62419 and the Size Standard in $6,000,000.00. The contractor will be responsible for the design, development, and maintenance of a Prevention, Treatment, and Rehabilitation Program for Federal Civilian Employees with problems adversely affecting job performance, including alcohol and drug abuse problems. The estimated number of employees is 3,722. Period of Performance will be 01 Oct 2002 through 30 Sep 2003 with four (1) year options. This requirement will be solicited as a Commercial Item in accordance with FAR Part 12, and the special Simplified Acquisition Procedures as set forth in FAR Part 13.5. It is anticipated that a firm-fixed price commercial items purchase order will be awarded as a result of the solicitation. The solicitation will consider Past Performance, Personnel Qualifications, and Plan for providing legal and financial counseling services as evaluation factors. The time and date for receipt of quotes will be established in the RFQ. All responsible sources may download the solicitation and submit a quote, which shall be considered by FISC Norfolk Det. Phila. The Government will not pay for information received. The RFQ will be made available electronically upon its release at: http://www.neco.navy.mil. Interested parties are solely responsible for monitoring the above mentioned website for posting of the solicitation and any amendments thereto.
