FISC San Diego is announcing its intent to issue a directed sole source procurement to Gentex Corporation under authority of FAR 6.302-1 for the following item: a portable light vehicle intercom system. This procurement is unrestricted. This is a combined synopsis / solicitation for commercial items prepared in accordance with FAR 13 and the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the ONLY solicitati on; quotes are being requested. Solicitation number / RFQ N00244-02-T-0709 applies; an electronic copy of the RFQ can be accessed at http://www.neco.navy.mil. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-04 and DFAR Change Notices effective through 01/29/02. The standard industrial code is 3663 (NAICS 334220) and the business size standard is 750 employees. This requirement is for a fixed priced contract for six line items as follows. Quotes will be accepted on a "Brand Name or Equal" basis. The following brand name products are known to be acceptable: 1) Gentex. Line Item 0001: 33 each intercom control box, black, ICB-1a1, P/N: N100511-00; specifications: a) connection ports for commander and three crewmembers, b) radio port interfaces to 1 radio, or to a radio switchbox for multiple r adio systems, c) commander radio transmit priority interrupts crewmember transmissions if commander keys radio, d) internal settings establish which users have access to radio TX / RX functions, e) interconnect port allows connection to an additional intercom control box, or intercom control unit, f) power port accepts 12 - 32 VDC power input, g) system volume control provides 28dB volume adjustment, h) has a variety of mounting plate options. Line item 0002: 33 each radio switch box, black, P/N: N100512-00; specifications: a) connection ports for intercom control box, b) connection ports for three radio systems, c) radio select switch determines which radio is selected for TX and RX, d) all / select RX switch enables all or selected radio RX to be passed on to the intercom control box, e) available in a variety of mounting plate options. Line item 0003: 119 each special ope rations tactical communications helmets, scotch helmets, TCH NO ANR, P/N: TBD; specifications: a) impact protective fire retardant ventilated liner - fits 5th - 95th percentile, b) removable ballistic shell with optional V50 of 1400 or 2000 FT/S, c) ballistic noise attenuating earcups - worn as a pair or single ear only, d) flexible noise canceling microphone boom for optimal clarity and precise positioning - worn on either side, e) water immersible to 3 feet, f) optional ANR and / or talk-through capability. Line item 0004: 34 each power cable (no switch), 10 feet, P/N: N761041-00; specifications: a) used to connect each intercom control box to vehicle power, b) contains a noise suppression filter. Line Item 0005: 94 each radio cables, 6 feet, P/N: N761032-06; specifications: a) used to connect intercom control box to radio system, intercom control box to radio switch box, and radio switchbox to radio systems, b) available in various radio connector terminations. Line item 0006: 123 each retractable lower cables, 6 feet, P/N: N761054-00; specifications: a) used to connect headwear to intercom control unit. All items are to be delivered to: San Diego CA. The provision at FAR 52.212-1, Instructions to Offerors - Commercial Items applies. Addendum to FAR 52.212-1, Paragraph (b)(5): Offers shall provide an express warranty which at a minimum shall be the same warranty terms, including offers of extended warranties, offered to the general public. Express warranties shall be included in the contract. Clause 52.212-4, Contract Terms and Conditions - Commercial Items applies as well as the FAR 52.211-5, Material Requirements. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Item s applies with the following applicable clauses for paragraph (b): FAR 52.222-26, Equal Opportunity; FAR 52.222-35, Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era, FAR 52.222-36, Affirmative Action for Workers with Disabilities; FAR 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era. DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items, applies with the following clauses applicable for paragraph (b): DFARS 252.225-7001, Buy American Act and Balance of Payment Program; and DFARS 252.225-7012, Preference for Certain Domestic Commodities; and FAR 52.211-6, Brand Name or Equal. OFFERORS ARE REQUIRED TO COMPLETE AND INCLUDE A COPY OF THE FOLLOWING PROVISIONS WITH THEIR PROPOSALS: FAR 52.212-3, Offeror Representation and Ce rtifications - Commercial Items. The government intends to make a single award to the responsible offeror whose offer is the most advantageous to the government considering price and price-related factors. Parties responding to this solicitation may submit their quote in accordance with their standard commercial practices (e.g. on company letterhead, formal quote form, etc.) but must include the following information: 1) Company's compl ete mailing and remittance addresses, discounts for prompt payment, if any (e.g. 1% 10 days), anticipated delivery / availability of product / s, the company's CAGE code, Dun & Bradstreet Number, and Taxpayer ID number. In addition, if you are quoting on a comparable commercial item, product literature must be included. All FAR certifications and representations specified above must also accompany your quote. Quotes must be received no later than 3:00 PM, local time 06-26-02, and will be accepted via fax (619-532-2347) or via e-mail (jessica_e_dunker@sd.fisc.navy.mil).
