- Description
- The Department of the Navy, Space and Naval Warfare Systems Center, San Diego (SSC SD), intends to award a sole source, cost reimbursement type contract to Lockheed Martin Aeronautics Company, 86 Cobb Drive, Marietta, GA 30063. Requirements include the flight testing of two Government furnished operational C-130 aircraft with sensors and decision aides cross decked from P-3 aircraft using Fiber Optic Bus Wavelength Division Multiplexing (FOBWDM ?) Multiple Access Architecture (MAA), using technology developed during a previous SSC-SD program under contract No. N66001-97-C-8605. The effort will be executed in two phases, with each phase resulting in one completed aircraft, to include design updates, final design preparation, implementation planning, fabrication of FOBWDM? MAA system components, installation, and flight evaluation/testing. Flight evaluations of the modified operational C-130 aircraft shall be conducted over a one-year period, and will require preparation of a final test report for each aircraft incorporating both lessons learned and technical engineering performance data. The period of performance for the proposed contract is three years from the date of contract award. The North American Industry Classification System (NAICS) code for this effort is 541330, and the small business size standard is $20M. Requirements include personnel and facilities cleared at the secret level. Additionally, personnel are required to possess in-depth knowledge, experience, and understanding of the programmatic and technical decisions leading to the present architecture and current prototypes, as well as the ability to interface with other government agencies involved in the on-going research and development effort. The Government has determined that this procurement is not available for competition because of the substantial duplication of cost, not recoverable through full and open competition, should it be necessary for another contractor to become familiar with the technologies developed during the previous five-year program. An in-depth study of the documentation, understanding of the demonstration configurations used on P-3 and C-130 aircraft, and replication of the substantial hands-on experience related to installation and testing would be required. As a result, it is estimated that an unacceptable delay of approximately two years would result while another contractor developed the specialized knowledge and skills needed to demonstrate an adequate technical and operational capability.
