- Description
- NASA/DFRC plans to issue a Request for Quotation (RFQ) for services to support a two day technical assistance workshop for Historically Black Colleges and Universities/Minority Serving Institutions(HBCU/MI). The contractor will be required to provide the following support: 1) Facilitating a forum whereby NASA Dryden will disseminate programmatic information regarding current and futute research endeavors to HBCU/MIs. 2) Provide an opportunity for Academia, Industry, and NASA to network. 3) Facilitate and cordinate the HBCU/MI training workshop on how to do business with NASA in general, and Dryden Flight Research Center in particular. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). The services wil be procured in support of the Federal Acquistion Streamlining Act of 1994, 10 U.S.C. Section 2323(a)(2) and the NASA Agency-wide goal to award 1% of NASA's contract and subcontract dollars in FY 2002 to HBCU/OMIs. NASA/DFRC intends to procure the above support from Southern University and A&M College, Baton Rouge a designated HBCU. Southern University has the unique capabilities, knowledge and contacts with the HBCUs and OMIs in the Science, Mathematics, Engineering, and Technology targeted areas. Southern is uniquely qualified and has planned, implemented and hosted conferences, workshops and symposia targeted towards Minority Institutions of Higher Edcuation. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on June 18, 2002. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
