Description
NASA/JSC plans to issue a Request for Quotation (RFQ) for a stereo microscope that meets the following criteria: -Possess a large viewing area to reduce eye strain -be CCTV/digital camera compatible -possess an integrated lighting system -provide enough focal distance to allow soldering of printed circuit boards below the lens This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/JSC intends to purchase the items from Vision Engineering. This recommendation is pursuant to FAR 6.302-1-ii, for the acquisition of supplies deemed to be available only from Vision Engineering. A follow-on contract for the continued development or production of a major system or highly specialized equipment, including major components thereof is contemplated. Competition is impractical because Vision Engineering is the original manufacturer. Therefore, they are the only vendor capable of providing equipment compatible with existing microscope systems. Full and open competition is not being considered at this time due to the substantial duplication of cost the government would incur and could not recover through competition. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 6/18/02. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
