- DTFA03-02-R-00021, WJHTC' Voice Telecommunications System (VTS) Maintenance 6-11-02 Name of SIR changed from Voice Telecommunications System (VTS) Maintenance to new title in order to avoid confusion with national solicitation The Federal Aviation Administration (FAA) William J. Hughes Technical Center (WJHTC) has a requirement for maintenance of its existing voice telecommunications system (VTS). The contract will provide for maintenance of the existing Meridian SL1 PBX switch and all associated software, terminated circuits, power supplies, station and key equipment, voice mail, conference bridge, call accounting system and administrative terminals. The contractor will maintain end-to-end continuity, for a campus-like environment, through station cabling, house cables, outside plant cables, and fiber optic cables of all switched and non-switched circuits. The contractor will have a maintenance control center to provide remote monitoring which will be operated twenty-four hours a day, seven days a week. Northern Telecom must certify personnel! . A draft statement of work (SOW) is attached. The contract will be for a base period and 4 option periods it is anticipated that a single, firm fixed price contract will be awarded. The NAIC code is 513310, Wired Telecommunications Carrier. This requirement will be procured under full and open competition. Offerors who meet the contractor facilities and personnel requirements, at paragraphs C.9 and C.10 respectively, in the draft SOW, are invited to submit a short (not more than 5 pages) statement describing their capabilities. In addition, offerors must submit the attached past performance reference form. To be considered further, the narrative and past performance must be transmitted, as attached word documents, via e-mail only to: phyliss.schlegel@faa.gov . Documents must be received no later than 2:00 p.m. local time on June 17, 2002. Please put VTS pre-screen and the solicitation number, DTFA03-02-R00021 in the subject line. No telephonic requests will be honored. Offeror' submittals will be screened for technical acceptability. Offerors who possess the requisite capabilities will be invited to attend a mandatory site visit at WJHTC on June 25, 2002. Invitations will be sent to selected offerors via e-mail on June 20, 2002 with time and meeting place information. Offerors must attend the site visit in order to submit an offer for contract award. A competitive solicitation will be distributed to at the conclusion of the site visit and proposals will be due 2:00 p.m. July 22, 2002. Offerors are invited to submit questions or comments on the draft SOW and should do so in writing only via e-mail only to: phyliss.schlegel@faa.gov . Please put VTS Draft SOW the solicitation number, DTFA03-02-R00021 in the subject line. Questions will not be answered over the phone.
