Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number is 201-DFRC-001 is issued as a request for proposal. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-07. The solicitation is 100% set-aside for small businesses. NACIS Code 333415, business size 750 employees. The USDA, Agricultural Research Service (ARS), U.S. Dairy Forage Research Center requests the procurement of a General Purpose Freeze Dryer (Virtis) brand name or equal and the accessories. Minimum specifications include: 1) Cylindrical specimen chamber with an internal volume between 35 and 60 Ft3; 2) Five (5) removable stainless steel trays with a total useable area 50 and 70 Ft2; 3) Temperature control of Specimen chamber from -29C to 60C; 4) Clear Acrylic door; 5) Heat transfer system to warm chamber; 6) Cylindrical smooth walled external condenser with at least 25L capacity and blank off temp of -53C; 7) Electric isolation valve for separation of the condenser and Specimen chambers during defrost; 8) At least 400 LPM vacuum pump manual control systems & display; 9) Warranty (including parts and labor); 10) Provide product literature, including pricing and product literature for additional application accessories for future expansion of the system. DELIVERY: The contractor shall perform all delivery of equipment, set-up, required manuals and training/operations so that the freeze dryer is complete and ready to use. The Freeze Dryer shall be delivered, F.O.B. Destination, to the USDA, ARS, U.S. Dairy Forage Research Center, 1925 Linden Drive West, Madison, Wisconsin, Attn: Dr. Neal Martin. The government desires delivery within 90 days after receipt of purchase order, however, each offeror shall include in their proposal a delivery schedule as part of their quotation. Delivery shall be made within the hours 8:00 a.m. to 4:30 p.m., Monday through Friday, excl. Federal holidays. REFERENCES: In order to be considered for award offerors shall provide a proposal on company letterhead detailing equipment, descriptive literature, brochures, and three references for the proposed product quoted. References must have received the proposed equipment within the last three calendar years (Government references preferred but will accept commercial references). Reference information shall include the company name, address, phone, fax numbers, and E-mail address. FAR 52.212-1, Instructions to Offerors - Commercial, FAR 52.212-2, Evaluation ? Commercial Items, significant evaluation factors in the relatively order of importance , are (i) technical capability of the item offered to meet the Government requirements; (ii) past performance; (iii) and price (based on FOB destination), technical capability and past performance are significantly more important than price. EVALUATION & AWARD FACTORS - FREEZE DRYER: The contract resulting from this solicitation will be awarded to the responsible party whose offer, conforming to the solicitation, is determined most advantageous to the government, cost, and other factors considered. Each proposal shall respond to each of the evaluation factors identified below. With the exception of past performance, a technical evaluation will be performed on each proposal based solely on the information furnished and not on previous knowledge or associations. The evaluation factors are as follows: (1) Technical Evaluation Factors: A. Discuss in the proposal how the instrument dries frozen samples using vacuum with the ability to increase the specimen chamber temperature. B. Address how the vacuum pulls through the system and how the isolation valve affects the vacuum in the specimen chamber. C. Address the issue of drying samples that contain high proportions of liquids and vollitiles. D. Discuss the temperature ranges of the instrument and drying speeds. (2) Past Performance: A. Provide sufficient information to demonstrate the ability of the firm to provide quality performance. B. The offeror may provide a list of references, names, phone numbers of the researchers or research organizations that have previously purchased their freeze dryer. Past performance information under previous contracts will be evaluated to determine the contractor's history as it relates to customer satisfaction and standards of good workmanship. (3) Price: A. The offeror must include the cost of the cylindrical specimen chamber with internal volume, removable stainless steel trays, clear acrylic door, temperature control, cylindrical smooth walled external condenser, electric isolation valve, vacuum pump manual control systems, and any other accessories required for the operation of the equipment. Commercial Items, also applies, with the following clauses from (b) applicable to this acquisition: FAR 52-203-6, Alternate I; FAR 52-219-4; FAR 52.219-8; FAR 52.219-23; FAR 52.222-26; FAR 52.222-35; FAR 52.222-36; FAR 52.222-37; FAR 52.225-16; FAR 52.232-36; and FAR 52.211-6 Brand Name or Equal. Offerors shall include a completed copy of the provision at 52.212-3 (Offeror Representations and Certifications - Commercial items), with this offeror; a copy of this provision may be obtained from the contracting officer or at http://www.arnet.gov/far. Any amendment and documents related to this procurement will be available electronically at the Internet site: http://www.eps.gov. Potential offerors will be responsible for downloading their own copy of these documents (if any). It is the offerors responsibility to monitor the site for release of the solicitation and any related documents.
