Description
***The closing date for Solicitation AB1330-02-RP-0078 has been changed to 2:00 p.m., June 25, 2002. All other information remains the same.*** U.S. registered fishing vessel capable of using troll and bait gears to catch prospective albacore. A current U.S. Coast Guard Fishing Vessel Safety Inspection is required. Vessel shall be in full compliance with all federal and state laws and regulations. Bait vessels must have a minimum registered length of approx. 65ft; have a range of 1,200nm and have an endurance of 60 days; a minimum continuous horsepower output from main engine, approx. 300 hp; Vessel should able to maintain a minimum cruising speed of at least 15 km/hr (8kts) in low sea states. Vessel must be able to add and modify vessel characteristics (rack, tables, etc) to accommodate tagging operations. Vessel must be able to accommodate six (6) crew and one NMFS Biologist. Captain and crew must have a minimum three (3) years experience in the albacore troll or bait boat fisheries since 1998. Vessel will provide two (2) crew members to assist NMFS Biologist with surgical operations on fish. Vessel must be equipped with the following items: Operable, registered EPIRB and life raft; Sea-level working area to conduct tagging operations; Bait racks or customized platform(s) for catching fish using hand lines, transferring fish to operation pads, and releasing fish with minimal handling; Salt-water deck hose with fittings capable of reducing diameter to a range of 0.5 to 1 inch. Hose must be capable of regulating the water flow to levels appropriate for irrigating the gills of fish during tagging operations. Electronic side-scanning sonar, color fish finder/depth sounder, plotter, GPS receiver, single-sideband and VHF radios, Inmarsat C receiver, and weather fax receiver. Access to 120-volt electrical supply via standard household outlets. The cruises are scheduled for 10 days in the Fall and 10 days in the Spring. Period of performance from September 20-30, 2002 and June 1-10, 2003. The total number of tagging days will be 20. The tagging area will be from 30-1200nm off the U.S. West Coast in the North Pacific transition zone (32 N--50 N latitude, 118 W--180 longitude.
