Description
The Department of Veterans Affairs, Central Texas Veterans Health Care System intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 with Treadwell Corporation, 341 Railroad Street, Thomaston, CT, 06787 for the follow-on manufacture of a New Front Panel Simulator (FPS) to the already developed Electrolytic Oxygen Generator (EOG) and Automated Electrolytic Oxygen Generator (AEOG). NAICS Code: 541710. The FPS will be used to train operators and maintenance personnel in the use and operation of the AEOG. The EOG and AEOG have been designed, developed, and manufactured exclusively by Treadwell Corporation. The operational equipment is a highly complex gas generating system which is made up of sensors, valves, gauges, and other components which enable the operator to safely generate oxygen and hydrogen, retain the oxygen gas, and dispose of the hydrogen gas. The government believes that Treadwell Corporation_s propriety development of the EOG, AEOG and the first generation FPS is the only type that can meet our requirements. This Notice of Intent is NOT A REQUEST FOR COMPETITIVE PROPOSALS. No solicitation document is available and telephone requests will not be honored. However, the government will consider all proposals received within 10 days after publication of this synopsis. All responses must be submitted in writing so as to arrive no later than June 24, 4:30 p.m. CST. Interested parties may identify their interest and capability by submitting literature detailing how they can meet the VA requirements. The determination to open competition based on responses received is solely within the discretion of the Government. If no response is received within the period indicated, the CTVHCS will proceed with the sole source award to Treadwell Corporation.
