- The Association of Old Crows, ASD(C3I) and the Air Force Command and Control and Intelligence, Surveillance and Reconnaissance Center (AFC2ISRC) will co-sponsor an Intelligence, Surveillance and Reconnaissance/Time Critical Targeting (ISR/TCT) conference on 25-27 June 2002 at Langley AFB, Virginia. The conference will be at the SECRET, U.S. ONLY classification level and will consist of briefings and an extensive static display of aircraft/systems. The theme of the conference will be =93ISR...Delivering Targetable Information.=94 The keynote speaker will be Lt Gen Michael Short, USAF (Ret), (invited) previous Commander, Allied Air Forces Southern Europe, NATO and Commander, l6th Air Force, U.S. Air Forces in Europe, Naples, Italy. The conference chairman will be Mr. Kevin Meiners, Director, ISR Systems, ASD, C3I. Session I will address: =93An Operational View.=94 Briefings = will include: World-wide RECCE (Joint Staff/J3); Joint Airborne RECCE Assessment (JARA) Study (Joint Staff/J2); Joint Staff Reconnaissance Operations Division Perspective (JCS, J38); Sensitive Reconnaissance Operations Study (Mr. Christopher Mellon, ASD, C3I); Department of State Perspective (Col Chuck Wilson, USAF); PACOM EP-3 Incident (CAPT Witt, USN-NSA); C4ISR Joint Test and Eval (Col Rocky Farry); and CENTCOM ISR Contributions. Session II will feature flight line static displays on the west ramp at Langley AFB. The invited aircraft include: RC-135V/W/S/U; U-2; C-130s; P-3; EP-3E; F-18 ATARS/SHARP; F-14 TARPS; RC-7; RC-12, F-16 TARS; EH-60 Quick Fix; AWACS; E-2C; E-8C; OC-135; WC-135; Fire Scout; RQ-7; RQ-4; RQ-1; RQ-2 and RQ-5. Tours of the DGS-1 and CAOC-X will also be offered. Session III will address =93ISR=92s Future.=94 Topics will include: ISR Integrated Capstone Strategic Plan (COL Grablin, ASD, C3I); the UAV Roadmap (Mr. Meiners); Multi-sensor Command and Control Aircraft (Col Ed Walby, USAF, AC2ISRC); Navy ISR Vision (CAPT Orem); Airborne Common Sensor (Mr. Eddy Bair, SES, USA PEO IEW&S); U.S. Army Perspective (Mr. Keith Masback, SES, Dir. Army Intel Master Plan); U.S. Navy Perspective (RADM Richard Brooks, invited) and U.S. Air Force Perspective (Maj Gen Glen Shaffer, AF/XOI, invited). Session IV will continue with =93ISR=92s Future.=94 Session papers will = focus on: Congressional Perspective (Mr. Mike Meermans, HPSCI); Combined Air Operations Center Experiment (CAOC-X) (Col Lightfoot, AC2ISRC); Defense Science Board (Ms. Dianne Wright, SES, OUSD, AT&L); Measurement and Signature Intelligence (MASINT)/ARGUS (Col Dave Trask); and Airborne Overhead Interoperability Office (Col Paul Jeanes, NRO). The final session will address =93Precision Engagement.=94 Briefings will include: JTAMDO (Brig Gen Rick Lewis); Precision Engagement Task Force (Col Steve Mueller, JCS J-8); Systems of Systems (Dr. Vitalij Garber, OUSD, AT&L); Naval Fires Network (USN Staff); AMSTE (Steve Welby, DARPA); Air Force/Navy Warfighters (Col Jim Dowis & CAPT Ray Toll); National Imagery and Mapping Agency (NIMA) Perspective (Brig Gen Mike Lee); DIA/J2 Targeting Update (JCS/J2); Network Centric Collaborative Targeting (Lt Col Wilcox); EUCOM ISR Contributions; and Space Based Radar (Mr. Jim Martin, ASD, C3I). As one can see, this is a not to be missed conference for those engaged in ISR/TCT activities. It will provide an excellent overview of the status and direction of the functional areas by senior decision makers, as well as afford an opportunity to observe and receive briefings from flight crews actually engaged in ISR/TCT operations.
